Between 2006 and 2011, FAO cooperation in Sri Lanka has involved response to a number of emergencies including the Tsunami, civil conflict and more recently flooding. The total programme budget over this period was over 60 million usd delivered by the FAO Representation and Emergency and Recovery Coordination Unit through almost 100 country, regional and global projects. Main areas of intervention have included input distribution, livestock and animal health interventions, support for fisher folk, natural resource management and coordination of agriculture activities within the overall the humanitarian response for households affected by conflict and/natural disasters.

Purpose of the Evaluation

The main purposes of the evaluation are:

i) To assess the relevance, effectiveness, efficiency, sustainability/ connectedness, and impact of FAO activities in Sri Lanka; and

ii) to provide accountability to FAO member countries; and

iii) to learn lessons about the factors affecting FAO performance and development impact at country level to inform FAO’s future strategy for Sri Lanka

The evaluation will be forward-looking, i.e. it will identify areas for improvement and draw lessons in order to further FAO cooperation relevance and effectiveness in the future. It will also assist the Government and partners in Sri Lanka to maximise the comparative advantage of FAO.

Methodology of the evaluation

The methodology will be both consultative and participatory. Consultations will be carried out with the main programme stakeholders (Govt, donors, UN and implementing partners, FAO staff and final beneficiaries) during both the inception mission and during the main evaluation to ensure that the evaluation answers questions of interest to main audience for the report – as well as to allow for triangulation of information from different sources. The evaluation will use a wide range of tools and methods, including stakeholder consultation through workshops/group meetings and semi-structured interviews; check lists; desk study to gather all relevant background information; and field visits. A separate exercise to evaluate the impact of FAO’s fisheries work is also envisioned.

An inception mission (mid December 2011) will be fielded several months prior to the evaluation mission to discuss the evaluation objectives, scope and methodologies with key stakeholders. During this first mission potential national candidates for the evaluation team will be identified and interviewed. The inception mission will also be used to set up an impact assessment (see below).

At the beginning of the evaluation mission (March 2012), an internal briefing session will allow all team members to have access to information on FAO as a global organization, on evaluation methods and approaches and on respective tasks in the mission. A team briefing will also be organized by the FAO Representation, to inform team members of the overall programme of FAO in Sri Lanka and discussion of the FAO Representation’s expectations from the Evaluation.

At the end of the mission, the team will give its preliminary overall results and recommendations in a debriefing session with the FAO Representatives, members of the senior mgmt team and ECU staff. External stakeholders may be invited to join this session – or a separate debriefing may be organized.

Composition and profile of the evaluation team

The Evaluation will be conducted by a multidisciplinary team of external consultants, national and international, and two evaluation experts/staff member of the Office of Evaluation (OED). Gender equity and geographical balance will be pursued in so far as possible in the team composition, to ensure diversity of perspectives. Knowledge of the region and experience in managing/evaluating humanitarian responses in the context of complex emergencies and national disasters will be important. As capacity development has been an important component in a number of projects, experience in assessing individual and institutional capacity building will be advantageous. A senior consultant will be the Team Leader and an OED evaluation officer will have the role of Evaluation Manager.

The Evaluation team will consist of five persons, as follows:

1. Evaluation Team Leader: a rural development specialist with experience at the strategic and policy level is required. Experience leading large complex evaluations and knowledge of the south Asia region is also required;

2. Evaluation Manager from FAO Office of Evaluation (OED), with particular responsibility for issues relating to programme management, partnership and coordination;

3. An agricultural expert, with wide experience in crop production;

4. An natural resource management expert (OED);

5. A livestock expert, with experience in both animal health and animal production;

International and national experts with expertise in one of the technical areas indicated above and experience in undertaking independent evaluations of complex programmes are invited to submit an expression of interest together with their resume/cv and indication of availability and expected remuneration to the Office of Evaluation: Lori.Bell@fao.org

Deadline for application: November 19, 2011. Candidates will demonstrate solid interviewing skills and an ability to collect information and to write succinct well developed analysis. Gender analysis will be required from all experts in the team.
