The Energy Community Secretariat is one of the institutions set up under the Treaty establishing the Energy Community (the "Treaty"). The Energy Community is an International Organisation with its seat in Vienna. The Secretariat has overall monitoring, coordinating and administrative functions in regard with the implementation of the Treaty by the Parties to the Treaty.

In October 2011, the Ministerial Council of the Energy Community approved, upon proposal of the European Commission, the Budget for the years 2012-2013 and its establishment plan of positions within the Secretariat. Under the overall supervision of the Head of Financial and Administrative Unit, the incumbent will perform the following tasks:

  • Support the Unit in the overall financial reporting activities; assistance in proper control of the supporting documents for financial/administrative reports/dossiers;
  • Support and involvement in the audits projects of the Energy Community on annual basis;
  • Involvement in the overall administration of procurement related activities;
  • Maintenance the proper filing systems or financial/administrative records;
  • Maintenance of the inventory records and receiving goods. Provision of information for inventory reports;
  • Collect information on assets management, maintenance of records and files on assets management;
  • Preparation of estimated budgets for events organized by the ECS;
  • Administrative support to the organization of the Energy Community events;
  • Support in the activities related to the human resources and personnel administration;
  • Provide administrative support to all operations of the unit and perform duties as assigned by the Head of Unit.

The role requires the following competencies and skills from the successful candidate:

  • Bachelor or university degree in business administration, finance or accounting;
  • Minimum of 3 years of professional experience in relevant administrative and financial areas;
  • High affinity to work with figures, undertake basic research and gather information from basic sources;
  • Excellent knowledge of excel (for reporting purposes) and other MS Office applications; experience in handling of web based management systems;
  • Attention to details, preciseness in the execution of tasks; excellent drafting skills;
  • Solution oriented work approach;
  • Fluency in spoken and written English is indispensable; knowledge of German shall be an asset;

Excellent interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain working relations in a multi-cultural environment with sensitivity and respect for cultural diversity

The selected candidate will be offered an initial contract of 3 years, with a probation period of 6 months. The commencement date of the employment shall be as soon as possible in 2012.

The application period will be followed by the selection procedure supported by the Selection Committee established in accordance with the relevant Rules for Recruitment, Working Conditions and Geographical equilibrium of the Secretariat’s staff of the Energy Community. Shortlisted candidates will be invited for an interview to take place in Vienna at the premises of the Secretariat.
