Head of Unit Information Management International Committee of the Red Cross

Purpose of the unit and the post
The IM unit will develop information management as a key strategic dimension within the institution by delivering the information management components of the Information Management, Systems and Technology (IMST) strategy in a consistent, tangible and effective way. This includes:

  • Information classifications and typology for IMST purposes
  • IM synthesis and its role in decision making
  • IM asset value and their uses
  • Consistency in Information architecture
  • Consistent IM gathering and reporting procedures
  • IM processes, policies and solutions
  • IM internal communications
  • Help facilitate an institutional change towards an information asset culture

Information Management refers to the layers model of Data, Information and Knowledge as applied to ICRC management decision making activities.

The Information Management (IM) Unit is a newly established unit within the Archives and Information Management Division, which consists of three other units:

  • Records Management
  • Preservation and Tracing Archives
  • Library and Public Archives.

Based on knowledge of ICRC's business management and functional processes and in line with existing strategies, the unit will develop a comprehensive and integrated information management framework.

With the aim of achieving coherence and sustainability, it will provide strong support to all ICRC units in the management of their information, through advice, support and training, establish corresponding frameworks, policies and guidelines and support the development of the most appropriate business solutions.

The head of unit will be in charge of setting up this new unit and manage it within the framework and objectives of the people management principles applied at the ICRC. He/she will report directly to the head of the division "Archives and Information Management".

Your task

  • Develop the Information Management function as a key and effective function within the institution
  • Set up and manage the unit which is currently 10 staff within the division. Through its efficient running, ensure an optimal provision of services
  • Develop a network of regional/local IM functions and establish the appropriate roles and communication
  • Map relevant information flows, contents and processes, set strategic directions for the most efficient management of information
  • Establish an IM roadmap to strengthen and develop tactical solutions to support business needs
  • Evaluate the effectiveness of existing solutions and evolve them towards an integrated information/content management system
  • Maintain close contacts with users and content owners to identify short and long term business needs in relation to information management ; develop functional specifications with them
  • Partner with ICT to define the future architecture needed to support information management and ensure a strong collaboration to design, build and consolidate the most adequate solutions
  • Develop, update and promote governance documents and procedures to support information management, in line with the IMST strategy and other business initiatives
  • Organize the training of staff in information management and the promotion of best practices
  • Initiate the creation or development of templates, a strong search engine, process maps, data models, and an institutional typology
  • Develop metrics to measure the use, successes and gaps of existing systems with a view to strengthen the overall information management system
  • Ensure the development and implementation of IM projects and the compliance of new systems and processes with the IMST strategy and other relevant strategic orientations
  • Research and incorporate other organisations/business best practices and innovation into the ICRC's information management processes
  • Ensure the availability and development of competencies in information management within the unit and in other departments (HQ and field), through IM functions such as IM assistants and assistants
  • Contribute to the ongoing development of the IMST strategy

Selection requirements

  • Masters degree in information management or another similar discipline
  • Five or more years of applicable work experience building large scale, practical information management solutions
  • Expertise in Information Lifecycle Management.
  • Experience with design, implementation, and operation of Enterprise Content Management solutions, such as OpenText, EMC Documentum, FileNet, etc., an asset
  • Experience with a large international/multilateral organization.
  • Experience in change management
  • Confirmed experience in leading a team and working within a network
  • A profile with Knowledge Management experience would be useful
