Information Management Officer, P-2, New York

Purpose

As a strong sectorial frontrunner in nutrition, the Information Management and Reports Officer will support UNICEF New York HQ’s nutrition information management effort mainly dealing with, but not limited to the Emergency Nutrition Unit. The Information Management and Reports Officer will work closely with DPP, DOC, EMOPs and other PD sections to improve the quality of nutrition information related to Emergency response, CMAM programmes, and capacity development. The Information Management and Reports Officer will work specifically with the Nutrition in Emergency Unit to review the country level and regional level Nutrition information systems that exist and suggest modifications and stream-lining, as well as support the establishment of a nutrition information system in HQ for priority and emergency countries. This is to ensure timely collection and high-quality reporting and communication of indicators and information to UNICEF and Donors to enable maximum achievement of the program’s objectives and tracking progress toward results.

The Information Management and Reports Officer will also support UNICEF New York HQ’s Programme Division (PD) to strengthen information and knowledge management around programming in humanitarian crises. The incumbent will work with the Programme Specialist – Coordination (HATIS), the PD sector emergency focal points, EMOPS and other relevant HQ Divisions to maintain an overview of key emergency programme issues in priority countries, support coordination of PD technical support to countries in humanitarian crises, and ensure PD inputs to briefing notes, appeal documents and humanitarian reports.

Key Expected Results

Contribute to the development and roll-out of Global Nutrition Information System (GNIS) that consolidates and analyses information on nutrition in a timely and efficient manner; this information is available to facilitate planning and measure program impact.

  1. Work with the Nutrition in Emergency Unit to establish a global Nutrition Information System, which functions appropriately, consolidating and analyzing information on nutrition in a timely and efficient manner; this information will be utilized to facilitate planning and measure impact.

  2. As part of the establishment of the GNIS, maintain quarterly collection of CMAM reporting from ROs and COs.

  3. Support CO and RO in the estimation of both geographic and programmatic coverage of CMAM.

  4. Update inputs for mapping formats as needed in liaison with GIS experts so that information is available for analysis.

End Result:

a. Full GNIS system with monthly data entered and analysed to produce monthly reports so that information is available to facilitate planning and measuring of programme impact.

Information Management

  1. Maintain overview of key programmatic issues in ‘watchlist’ countries in humanitarian crisis situations.

  2. Work with the Programme Specialist – Coordination, and with EMOPS and PD sector emergency focal points, to maintain updated information on relevant programme issues in ‘watchlist’ countries (including EMOPS Top 15, and other priority countries for Programme Division).

  3. Work closely with the Programme Specialist-Coordination and PD sector emergency focal points to identify specific programme support needs of priority ‘watchlist’ countries.

End Result:

a. Humanitarian field support is strengthened through maintaining overview of key programmatic issues in ‘watchlist’ countries in humanitarian crisis situations.

Internal liaison as appropriate to streamline indicators and mechanisms to collect data and maintain collections of reporting data from the field and from partners

End Result:

a. Information and data are systematically documented, catalogued and disseminated to improve UNICEF programming and humanitarian field support, enhance strategic decision-making, and strengthen CO capacity. Knowledge is easily accessible by UNICEF staff.

Communications and Reporting

  1. Ensure the production of regular, high-quality donor reports and communications material.

  2. Liaise with other divisions, PD sections, regional nutrition advisers and specific country offices as needed to ensure adequate information dissemination, and coherence in approach, including streamlining of information management mechanisms.

  3. Work closely with the two Emergency Nutrition specialists to identify specific RO and CO support needs and be deployable to ROs/COs to support the improvement of monitoring of nutrition programs as needed.

  4. Develop and maintain NIE website.

  5. Link SRA monitoring to NIS.

  6. Ensure internal humanitarian programme reporting requirements are fulfilled, preparing programme inputs for briefing notes and reports on humanitarian crises as needed and programme inputs to the joint PD/EMOPS quarterly Humanitarian Issues newsletter.

  7. Work with Programme Specialist-Coordination and PD sector focal points to provide programme inputs to thematic humanitarian and other donor reports as needed.

End Result:

a. All nutrition reporting and communication is undertaken for donors and internally.

b. Liaison with DPP, DOC, EMOPs and other PD sections established and system are in place to appropriate streamline indicators and mechanisms to collect data.

c. Internal and external humanitarian programme reporting requirements are fulfilled.

Qualification

Advanced/University degree in communications, information technology and/or a related topic or equivalent experience.

Knowledge and experience in SMART and other survey methods

Two years of relevant work experience in reporting and information management. Experience in establishing and managing a Nutrition Information management system is preferred.

Practical experience in compiling, developing and disseminating communications content and materials via web-sites, including design aspects.

Previous experience with NGOs, UN and/or UNICEF is preferred.

Fluency in English and another UN language. Knowledge of the local working language of the duty station an asset.

Proficient in MS Office Words, PowerPoint, and Excel. Knowledge of website development tools such as DreamWeaver, PhotoShop, MS Office Suite, SiteBuilder, Lotus Notes, Adobe InDesign, Zoomerang surveys.
