Background
The National AIDS Authority (NAA) coordinates the multi-sectoral response to HIV and AIDS in Cambodia. One of the key tasks of NAA is the development of a five-year costed national multi-sectoral strategic plan (NSP III 2011-2015) that helps guiding the work of ministries, civil society and development partners in the country's response to HIV and AIDS. The plan includes a national multisectoral M&E framework to obtain data needed for tracking progress with regard to the achievement of objectives and for policy and programme development. A detailed description of the indicators and methods of measurement of the indicators are contained in Cambodia's National HIV/AIDS M&E Guidelines which have just been updated to reflect the NSP III.
Adequate financial, human and institutional capacity is required to implement the national M&E system and its sub-systems based on the standards that are laid out in the Monitoring and Evaluation Reference Group (MERG) guidelines presenting the 12 components of a functioning M&E system. To build individual and institutional M&E capacity over a relevant period of time the NAA has secured funding under the Global Fund Round 9 (R9).
The M&E sub-component of Round 9 was developed by the NAA on the basis of an M&E Systems Strengthening (M&E SS) assessment conducted in April 2008. This used the Global Fund M&E SS tool to identify capacity needs of NAA, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), the Ministry of Education, Youth and Sports (MoEYS), the Ministry of Women's Affairs (MoWA) and the PMTCT Secretariat at the National Maternal and Child Health Centre (NMCHC).
Objective of assignment
To assist the NAA with the implementation of M&E SS activities funded by Global Fund R9 an International M&E Advisor is required who will provide technical advice and assistance as well as on-the-job training and mentoring. The advisor will collaborate with other international and national M&E specialists working on the implementation of Global Fund Round 9 M&E sub-component who will be based at the HIV/AIDS Coordinating Committee and at MoSVY, MoEYS, MoWA and NMCHC.
Duties and Responsibilities
The tasks and responsibilities of the International M&E Advisor include but are not limited to:
M&E systems and capacity strengthening
- Design, prepare and conduct M&E SS and capacity assessments using the MERG M&E SS tool and involving NAA and of its SRs as well as of relevant institutions at provincial level.
- Use the results of capacity assessments for reporting and to adjust M&E SS and capacity development strategies, plans, budgets and training curriculums.
- Develop and use M&E training contents that are targeted to operational needs of different institutions and people based on information obtained from M&E SS and capacity assessments.
- Train M&E staff in training workshops and on-the-job by using state of the art methods and tools.
- Provide advice on M&E system strengthening to NAA and to its members including during meetings of the national M&E TWG and in other forums (eg. national consultations, meetings).
- Design, plan and conduct annual, mid-term and final assessments of progress made with capacity development by using the M&E SS Tool and report in line with Global Fund and NSP III indicator framework.
- Coordinate work with and advise and support other M&E advisors and specialists working on Global Fund's R9 M&E SS component.
- Participate and contribute to the work done within the framework of TWG, consultations, meetings, workshops etc.
Data compilation, processing and use
- Compile, analyze, interpret and synthesize data from different sources.
- Turn data into formats for easy understanding and use at national and sub-national level in progress review meetings and discussions among stakeholders also aimed at building capacity.
- Prepare and quality control reports, publications and advocacy materials.
- Update and improve M&E frameworks, guidelines and tools sued in different areas of the national response.
- Design methods and tool for data verification and conduct data verification visits to the field.
- Review and provide technical inputs into M&E and research products generated by SR and SSRs and other partners of the NAA.
Planning, management and reporting
- Support harmonization and alignment of Global Fund R9 activities with national M&E SS initiatives and measures and of M&E SS interventions conducted by different SR and SSR.
- Provide support with coordination, planning and budgeting of Global Fund related activities.
- Assist with the preparation of reports and reprogramming requests.
Reporting lines, Supervision and Coordination
The International M&E Advisor will be based in the PMER department at the NAA. S/he will report to the Director of the department and Deputy Secretary General in charge and will work in close collaboration with M&E staff at MoEYS, MoSVY, MoWA, NMCHC as well as M&E Advisors at UNAIDS, NCHADS and other relevant organizations.
Duration
The assignment is full-time and will start December 2011 for an initial period of 1 year with a 3-month probation period. The contract is renewable depending on satisfactory performance, for up to 3 years.
Required qualifications
- Graduate degree in public health, business administration, public administration, management, social sciences, demography, development planning, statistics or academic equivalent.
- At least 8 years professional experience of which 4 years in the development, design, and implementation of M&E systems and in research in developing countries.
- Experience with Global Fund grant mangamement and especially program management, grant management, procurement, monitoring and reporting.
- Extensive knowledge and skills in the collection, processing, analysis and interpretation of quantitiative and qualitative data.
- Proven ability to consolidate information from multiple sources and to produce reports and publications targeted at specific audiences.
- Demonstrated skills in the formulation, design, development and implementation of monitoring and evaluation frameworks and systems.
- Experience and proven skills in delivering training and in developing training curricula.
- Excellent inter-personal, communication, facilitation and coaching skills.
- Strong analytical thinking, problem solving and team building skills.
- Proven ability to work in developing countries and in different cultural settings.
- Excellent oral and written proficiency in English; proficiency in Khmer an asset.
