Type and duration of contract: fixed term of three years

A. Main role

Conduct studies and undertake research and analysis of governance and regulatory issues relating to international postal services provided under the Acts of the UPU, including UPU reform and interoperability issues; provide secretariat services to UPU Councils.

B. Duties and responsibilities

1 Regulatory matters

– Carry out studies and prepare preliminary/background papers, documents, analyses and proposals on issues relating to postal regulation, including questions of interoperability (extraterritorial offices of exchange, private postal operators) and their impact on the Acts of the Union.

– Follow and draft updates on the progress of WTO negotiations concerning postal and courier services; analyze and present their implications for the provision of universal postal services.

2 UPU reform

– Carry out studies and prepare background papers, documents, analyses and proposals on the ongoing reform of the UPU as a United Nations specialized agency, including its structure, mission, membership, decision-making and financing.

3 Acts of the Union

– Provide preliminary interpretation of questions concerning the Acts of the Union and the postal regulatory environment.

– Prepare updates to selected Acts of the Union; contribute to the preparation of the definitive texts of the Acts following Congress.

– Contribute to the analysis of proposals to amend the Acts of the Union (proposals submitted to Congress or to the POC).

4 Secretariat activities

– Provide secretariat services to various bodies of the Council of Administration dealing with matters under the responsibility of the Treaty Obligations and Regulatory Affairs (OTAR) Programme (preparation of agendas, documents, reports and briefing notes for chairs of the bodies).

– Take part in consultations at the UPU with counterparts in other organizations and, as appropriate, with representatives of member countries and other participants; summarize counterparts' views on particular issues.
– Assist in the preparation of Congress documents (recommendations from Councils to Congress, International Bureau background/analysis documents).

– Prepare correspondence and carry out tasks to assist the coordinator and other experts in the OTAR Programme.

C. Qualifications

1 Qualifications and skills

– First-level university degree in public administration, international law, political science or related field. Advanced university degree (Masters degree or equivalent) would be advantageous.

2 Technical knowledge and experience
– At least two years' relevant experience at international level or in an international organization or national postal sector.

– Knowledge of public international law.

– Knowledge of UPU Acts.

– Good knowledge of postal sector, network or infrastructure regulation would be advantageous.

– Command of drafting techniques for writing documents of all kinds, as well as reports and recommendations and oral presentation skills.

– Familiarity with the workings of the UPU bodies, acquired through participation in their meetings.

– Proficiency in using computer applications (Office tools, Word and PowerPoint or equivalent applications), information databases, Internet/Intranet services and library sources.

3 Other skills and abilities

– Ethics awareness.


D. Languages

Perfect proficiency in French or English and the ability to communicate in the other language. Knowledge of other languages, particularly those used in the United Nations system, would be an asset.
