Logistician-Security Officer (M/F) – Yemen

MDM-F is present in Yemen since December 2006 and has implemented a Primary Health Care project in Beni Kays district (Hajjah governorate) and a School health and first aid program in Sa’ada governorate, in addition to emergency health programs. Currently, we are providing primary health care services, curative and preventive, in 3 districts of Sa’ada governorate, for the conflict affected population (including hosting population).

TASKS AND RESPONSIBILITIES:

Under the supervision of the General Coordinator, the logistician will implement and follow-up the logistical activities assisted by the national logistician assistant, and the log assistants in the field. This includes purchase and stock management, as well as sending to the bases the supplies they need.

More specifically:

 Management:

• To supervise and train a national logisticians and assess the possibility to take over the expatriate position after 6 months. A training plan will be proposed and implemented, concluded by an evaluation presenting the results of the capacity building strategy. • To train and provide technical supervision (functional link) to the staffs dealing with logistics (log assistants, driver liaison and guards). • Direct management of Sana’a driver liaison, log assistant and newly recruited driver.

 Support to programmes:

• To support technically the fieldco on the rehabilitation components of the projects • To support technically the fieldco on other logistics components (among others, stock management and distributions of equipment, drugs, hygiene kits…) • To support the Fieldco on the identification of needs in supply, rehabilitation, equipment

 Purchase and Supply Chain:

• To ensure the application of MDM purchase procedures • To propose a synthesis document presenting the MDM procedures • To train and follow-up the MDM staff on the application of the purchase procedures • To support the Fidlco in the preparation of local orders • To manage the local purchases according to MDM procedures • To follow-up with MDM HQ on the international purchase orders

 Custom Clearance / transportation:

• To ensure MDM compliance with the legal obligation and follow-up evolutions of legal dispositions on import / taxes / clearance • To undertake the necessary procedures on customs

 Stock management:

• To proceed to non-medical and medical monthly inventory • To ensure the good management of the medical and non-medical stock (this includes regular update of stock cards and computer follow up file) • To train the staff on the maintenance and management of the medical stock • To ensure the equipment inventory and update the equipment list (guesthouse and office)

 Vehicle Fleet & planning:

• To prepare and update weekly the planning of staff and vehicle movements • To manage the fleets, implement maintenance procedures and ensure proper functioning, especially on security

 Technical assistance towards the office structure and the guesthouse:

• To manage the equipment : communication, computers, heavy material, implement maintenance procedures and ensure proper functioning
• To be responsible for the management and maintenance of the security items (generators, water tanks, food stocks…) • To ensure MDM identification: staff, vehicles, buildings. Management and follow-up of the stock of identification items

 Security management:

• To follow-up context evolutions, together with the local team and the general coordinator • Daily follow-up and reporting of security incidents in the team • Participation to security meetings upon request from General Coordinator • To update and adapt the security guidelines, depending on the context’ evolution and security requirements • To ensure the facilities (office, house)

Location: Sana'a

Education/ Work Experience: - University degree in a relevant field is required but can be replaced by relevant professional experience. - NGO experience in the field - Will and ability to work in the field - Good logistics skills (purchase, transportation, rehabilitation...). - Knowledge of donors’ procedures is an asset. - Good knowledge of Excel

Languages required: - Fluent English (oral and written) mandatory - Arabic and/ or French, an asset

Qualities required: - Meticulous and methodical, ability to follow up and enforce strict guidelines. - Diplomacy, ability to communicate, and negotiate with a variety of people - Flexible attitude, to adjust to a different culture, medical context, political context - Ability to live under tight security rules - Management skills and ability to train colleagues and transfer competences

Duration: 12 months

Starting: ASAP

Salaire / Indemnité

Contract: VOLUNTEER (French law)

Monthly allowance: 800 euros / months (+ perdiem)
