JOB DESCRIPTION
Under the direct supervision of the Director of African Affairs Section, under the Political Affairs Department.

  1. Gathering and analyzing information contained in different communications and publications on issues related to OIC bilateral cooperation with the African Member States, the AU, and African regional and Sub-regional organizations as well as non-African Member States.
  2. Provide technical and substantive back up in the implementation of the mandate of the Political Affairs Department especially the preparation of the draft political resolutions and Secretary General's report's to the meetings of the Senior Official’s Meetings, Council of Foreign Ministers as well as OIC Summits and other relevant OIC conferences.
  3. takes notes and prepares reports of the meetings of his/her Section and/or Department or when required of other Departments;
  4. to prepare the needed information either requested from within the Secretariat, or from out side such as, member states, OIC institutions and elsewhere;
  5. to participate in preparing and organizing the meetings of his/her Section and/or Department;
  6. to perform the duties of the Executive Secretary of the Section whenever needed;
  7. to perform any other functions requested by superiors.

COMPETENCIES
The ability to proactively formulate and recommend sound policies initiatives, proven analytical, research and negotiating skills, communications, excellent oral skills and proven drafting ability as well as the ability to implement policies and plans to meet deadlines on required actions.

EDUCATION
Posses University/College degree in Political Science, International Relations, International Studies, African Studies, or related fields. (Master’s or doctorate degree is preferred).

WORK EXPERIENCE
At least 8 years of progressively responsible experience in international relations, gained preferably within the foreign services of the member states or at Intergovernmental Organizations. Multilateral Diplomacy is preffered.

LANGUAGES
Professional fluency in (reading, writing and speaking) at least two of the working languages of the Organization of Islamic Cooperation, which are English, Arabic and French, and a fair knowledge of a third one. The preference will be given to the ones who have the professional fluency in the three of the official languages.

GENERAL REQUIREMENTS

  • To be a Muslim national of one of the OIC Member States, and not to hold dual nationality with a non Member State. If married, the spouse must be Muslim.
  • To be below 35 years of age.
  • To be free of diseases and infirmities (to be attested by certified examination by an accredited hospital).
  • To have completed compulsory military service, where applicable.
  • To be either nominated by his/her State or his/her State should transmit a no-objection letter to the OIC General Secretariat regarding the particular appointment.

JOB DESCRIPTION

  1. Study and provide advice on draft conventions and international treaties of interest to Member State or to which they are invited to become parties.
  2. To conduct studies and undertake research on problems and legal issues.
  3. Analyse the impact and compliance of past conventions to improve relations between the Member States and other countries.
  4. Draft legal texts of conventions which are held within the framework of the Organization and to finalise legal procedures in connection with signing, ratification and accession.
  5. Represent the OIC in taking legal measures before courts and arbitration bodies in cases of settlement of dispute of a legal character.
  6. Study legal questions related to the Secretariat and Subsidiary organs of the OIC.
  7. Undertake affairs of the Committee on settlement of disputes related to the basic staff regulations of the Organisation, including publishing of the Committee’s resolutions and the legal principles taken as a basis for judgement.
  8. Assists Conferences, committees and other meetings by offering advice thereto on legal questions.
  9. Compiling, consolidating and analysing all convention materials related to OIC.
  10. Establishing collaboration with international organisations in regards to legal affairs and participating in the elaboration of conventions and Memorandum of Understanding (MoU) between the General Secretariat and these organisations.
  11. Collaborating with the United Nations and its committees in relation to the development and formulation of the rules of international law.
  12. Creating a database on OIC-related legal affairs.
  13. Follow-up the progress of the formulation of related work programmes/proposals for the mandated resolutions vis-à-vis legal affairs.
  14. Liaise, monitor and follow-up the implementation progress of the resolutions by the related subsidiary organs, specialised institutions and other related organs.
  15. Draft progress reports for Ministerial meetings, CFM, OIC Summit and other conferences.
  16. Coordinate ministerial meetings to review and discuss the implementation status of the plan of action.

Education
Ph.D. degree in Law /International Low/ Legal Studies.

Work Experience
At least 15 years of responsible experience, preferred in international organizations.

Languages
Fluent, in at least two of the three official languages of the OIC, which are English, Arabic and French. Preferable to have some knowledge of the third language.
