Project Summary: Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary: The Procurement Senior Specialist is a member of the professional staff of USAID/Tarabot and is expected to provide pertinent expert advice to representatives from the Government of Iraq (GOI) as well as the project's management. This position is designated to work with the Procurement team as part of the Administrative Decentralization component. The Senior Specialist will be responsible for assisting in the implementation of the procurement annual work plan. Work includes a variety of analytical duties, problem-solving, information-gathering, monitoring, and coordination activities as well as establishing and maintaining relationships with GoI counterparts.

This is a full-time position based in Baghdad, Iraq and will require regular travel throughout neighboring provinces, including Anbar and Diyala.

RESPONSIBILITIES:

• Assist the Senior Procurement Advisor in the implementation of the procurement core work plan, under Tarabot as approved by USAID, ensuring quality and timely delivery of results; • Assist the Procurement Team with their efforts to decentralize the procurement function from designated ministries to their respective provincial offices; • Act as representative of Tarabot in introductory meeting with GoI entities as directed by the Senior Procurement Advisor; • Conduct assessments of designated GoI entities’ capacity to implement procurement, and develop action plan for improvements; Discuss the results of the assessment and obtain entity’ approval on the proposed action plan for implementation; • Implement the action plan through technical assistance and on-the-job training to GoI counterparts, including, but not limited to, preparation of bidding documents, bid evaluation, procurement planning, contract management and more; • Develop and maintain contacts with GoI officials in a professional manner, and serve as direct liaison of the project when needed; • Coordinate work activities with other members of the procurement team ensuring quality and timely delivery of results; • Facilitate and ensure successful completion of activities on the AD teams’ annual work plans; • Provide mentoring, as needed, to newly recruited Procurement Specialists located in the project's designated provincial offices; • Develop power point presentations when and as needed;
• Prepare weekly, monthly and quarterly reports on the activities of the project; and • Carry out other duties as requested by the Senior Procurement Advisor.

QUALIFICATIONS:

a. Education: Completion of education with a minimum of a BA/BS degree in Procurement, engineering, Finance, Public Administration, or other relevant field is required. Additional professional certifications or training will be viewed favorably.

b. Experience: Four or more years of progressively responsible, professional-level experience pertaining to procurement is required. Prior experience with USAID projects is highly desirable.

c. Language Proficiency: Fluency in Arabic and English; speaking, reading, and writing (Level IV) is required.

d. Knowledge: Professional knowledge the internationally-recognized procurement practices, such as those stipulated by the World Bank, are extremely valued. Knowledge of the day-to-day operations of complex and multifaceted projects and USAID compliance requirements is highly desirable.

e. Skills and Abilities: This position requires strong organizational, technical, and administrative skills. The incumbent should be able to: regularly produce basic analysis and succinctly present information, in writing and in oral presentations, in a logical manner; work independently and effectively in a multicultural, multinational team environment; and able and willing to travel to provinces in Iraq. Strong computer skills for document preparation (e.g. Microsoft Word, Excel, Powerpoint) are required.
