Program Overview
This project will increase the demand for and utilization of family planning (FP) methods in the provinces of Maputo, Gaza, Inhambane and Cabo Delgado through integration of FP with PHC and HIV services, increased availability of youth-friendly services (YFS), peer education and faculty and staff training in pre-service institutions, community mobilization, and increased capacity of community health agents. To ensure synergies and reduce duplications of efforts, the project will link with other partners and programs working in FP and HIV including MCHIP, ICAP, EGPAF, SCIP, government, local and other partners.

Position Purpose
The COP leads overall technical development and management of the FPI project in Mozambique. He/she is responsible to plan, budget, organize, and coordinate program activities. Working in close collaboration with MOH at central level, COP participates in the coordination mechanisms and provides technical support for police and strategy development. The COP will supervise staff in four provinces and will provide technical guidance in the areas of FP and integration, and support implementation of this program, including programmatic and technical support/backstopping, and oversight of compliance with Pathfinder’s programmatic guidelines.

Key Responsibilities
Strategic leadership
•Lead the process of setting the strategic and technical direction of the FPI program, and ensure implementation at the field level including monitoring and evaluation.
•Develop and sustain additional innovations in the program content, technical assistance, capacity building and materials.
•Lead in the production of and/or reviews the accuracy and standard of technical reports, technical papers, articles on best practices and success stories.
•Lead in developing collaborative linkages and searches for program support with program level government institutions and other relevant organizations and NGOs to promote and strengthen FPI’s work.
Collaboration with government and other partners
•Establish harmonious and cordial relationships with all other health projects in Mozambique that are complimentary and that are supportive to the projects implemented by Pathfinder-Mozambique.
•Interact with other organizations in the same business to capture best practices and approaches and propose changes to better modalities of operation and program implementation innovatively.
•Develop collaborative linkages and search for linkages and collaboration with program level government institutions and other relevant organizations and NGOs to promote and strengthen Pathfinder’s work.
•Attend relevant government and partner’s meetings to further develop collaboration and to obtain new methods and ideas in the area of responsibility.
•Build and maintain effective working relationships with government agencies, donors, and both international and local collaborating partners.
•Establishes cordial and functional relationships with MOH, health partners as well as with other related partner organizations.

Management capabilities
•Serves as a member of the management team of the organization and attends all management meetings to deliberate, discuss and propose better ways of management of the organization as a whole.
•Support provincial teams to ensure that plans of FPI activities in the provinces and districts are well understood and supported by all concerned.
•Elaborate program reports as per work plan and according to due date while ensures all activities are captured and reported and that the reports are accurate and verifiable.
•Ensure that any outstanding issues are dealt with swiftly and effectively following identification of bottlenecks and problems in program implementation.
•Travels to the project sites in the assigned province and districts to provide support to implement FPI integrated work plans in them which lead to attainment of corresponding results.
•In collaboration with the Director of F&A, ensures that adequate control procedures are in place and are adhered to with respect to the management of financial resources and compliance with Pathfinder policies and specific program agreement requirements.

Technical expertise
•Provide technical support in the area of FP/RH and integration to other Pathfinder initiatives in country.
•Present technical papers and technical reports in the areas of FP, SRH, GBV and women’s rights issues in all forums or delegates technical staff for the purpose.
•Represent the organization in technical meetings and conferences or delegates appropriate staff for the purpose.
•Ensure that the quality of work and management of the FPI Project portfolio are up to the standard of Pathfinder International and its competitors.
•Liaise with technical teams at Pathfinder International’s headquarters and with USAID to respond to their queries and need for information and to solicit any technical information.
•Identify and propose topics that would be implemented by the M & E unit of the organization in order to improve effectiveness of program implementation.

Others
•Represent the CR at times when he/she is out of office.
•Carry out all other duties as required by management.

Basic Requirements
•Advanced degree in Public Health, Social Sciences or Health Management.
•Minimum of 10 years’ experience in project design and implementation, including experience with quality assurance, scaling up, training, use of data for program improvement and supervision of staff.
•Strong strategic thinking, good analytical capabilities and decision making skills.
•Very strong interpersonal and oral/written English and Portuguese communication skills.
•Ability to build and sustain a high performing team.
•Ability to work with multiple donors.
•Solid knowledge and experience working in developing countries will be an advantage.
•Previous experience in managing USAID funding will be an advantage.
•Willingness to travel extensively within Mozambique.
•Excellent computer skills.
