The **Regional Human Resources Business Partner** will facilitate **PATH’s** global human resources programs and initiatives to ensure legal and effective, employment-related program performance in the designated region. This role will influence the alignment of human resources with global programs by engaging country and field operations with strategic HR decisions. Specifically, the Regional Human Resources Business Partner will ensure the successful execution of HR policies, processes, and compliance in the following areas: recruiting and staffing, compensation & benefits, organizational development & training, performance management, employee relations, employment practices, safety/security, and HR communications for the region. The Regional Human Resources Business Partner also provides expertise for strategic planning, leadership development, and organizational effectiveness within the region. The Regional Human Resources Business Partner will model and promote organizational values and behaviors.

The Regional HR Business Partner reports to the Global HR Business Partner in PATH’s Seattle, Washington headquarters and partners with the country program leaders and project managers in the region. The position serves as liaison between headquarters and field offices located in **West Africa – Ghana, Nigeria, and Senegal;** as well as offices located in **Europe; – Belgium, France, Switzerland, and Ukraine** on all human resources functions. The position will be based in **Dakar, Senegal;** frequent travel to West Africa and European offices is expected.

**Required Skills**

  • Knowledge of employment laws and HR best practices in one or more of the region’s countries
  • Experience resolving complex employee relations situations and legal issues relevant to employment in field offices
  • Demonstrated success as a facilitator of solutions
  • Demonstrated effective business writing in developing policies and procedures
  • Perform HR audits to clarify and identify risk areas for attention
  • Group facilitation skills
  • Demonstrated computer literacy skills; able to operate Excel spreadsheets, Word documents, Powerpoint presentations, email; and to navigate/utilize databases
  • Previous experience working/living in West Africa and Europe
  • Desire and ability to travel internationally up to 40% time


  • **Knowledge, Abilities and Competencies:**
  • Advanced knowledge of the principles, practices and procedures relevant to global Human Resources Management
  • Employee relations specialist
  • Experienced recruiter of professional and technical positions including experience in tracking recruitment outcomes/metrics
  • Demonstrated ability to effectively deliver interactive training programs
  • Ability to work and communicate effectively, with multiple constituencies forward

  • Posess cross-cultural sensitivity, knowledge and ability to work with people
    of diverse backgrounds
  • Fluent verbal and written French and English
  • USAID experience preferred


  • **Required Experience:**

    Minimum 10 years Human Resources generalist experience practicing in one or more of the region’s countries. The knowledge, skills, and abilities typically acquired through the completion of a bachelor's degree program or equivalent degree in a field of study related to the job; may be an equivalent combination of education and experience. Progressive HR generalist experience, including labor relations, gender and diversity promotion, government compliance, and training.
