Job Purpose:

Provide intellectual leadership in Asian Development Bank (ADB)-Government-Civil Society cooperation toward poverty reduction through the provision of direct and corporate support to ADB's operations in the engagement of civil society organizations (CSOs). Support ADB in the engagement of nongovernment organizations (NGOs), community-based organizations, academic institutions, foundations and other civil society organizations to enhance ADB-government-civil society cooperation and improve the quality, effectiveness, and sustainability of ADB-assisted activities. Strengthen and support the role of the NGO and Civil Society Center (NGOC) and the ADB CSO Cooperation Network. Support knowledge sharing between ADB and CSOs through networks, initiatives, and technical assistance. Support ADB departments/offices in the application of participation methodologies, strategies, and techniques. Integrate CSO knowledge and expertise into ADB operations. Improve developing member country (DMC) and ADB's institutional capacity to better partner with CSOs. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes:

a. Strategy and Planning

* Contribute to the preparation and implementation of ADB's work planning for cooperation with CSOs and for supporting participation in ADB-assisted activities.
* Support Communities of Practice (CoP) to monitor and disseminate information on engagement with civil society and provide technical support in integrating civil society participation in the relevant sector of ADB's work.
* Contribute to the updating of policies, strategies, action plans, guidelines and reporting systems relating to ADB-government-civil society cooperation.

b. Operational Advice and Support

* Work with operations departments to identify and nurture opportunities to engage NGOs/CSOs in ADB-assisted activities to improve the quality, sustainability, and effectiveness of those activities.
* Provide advice and support to operations departments in the engagement of NGOs/CSOs during the planning, design, implementation, and monitoring of loan/grant and technical assistance (TA) projects and programs, and the development of country and regional partnership strategies.
* Enhance ADB strategies, operational procedures and guidelines to allow more effective engagement with CSOs and DMCs; design tools, guidelines, and training materials as required.
* Design and conduct learning and development programs to improve the skills of operations staff, particularly NGO Anchors and project operations staff, to strengthen ADB's engagement with civil society and DMCs.

c. Project Processing and Administration

* Lead processing and administration of regional TA and staff consultancy funds and projects, as assigned.
* Coordinate with other regional TA funds and projects to design and administer civil society engagement and cooperation components, as assigned.

d. Stakeholder Coordination

* Collaborate with CSOs and facilitate contact with relevant departments and offices within ADB;
* Support ADB staff in communicating effectively and sharing information with staff, governments, CSOs, and other stakeholders about ADB cooperation with civil society.
* Support operations departments to increase the quality of participation in ADB core activities including action plans, strategies, policies, programs and projects.

e. Partnerships

* Support ADB's effective use of partnerships as a driver of change by strengthening existing relationships and supporting the development of new partnerships with civil society, governments and the private sector.

f. Knowledge Generation and Sharing

* Develop within ADB and DMCs a better understanding of CSOs' capabilities and roles in reducing poverty in the Asia-Pacific region by facilitating learning opportunities for ADB staff and DMC officials on trends, development and achievements in civil society.
* Support knowledge and information sharing on ADB operations and processes with NGOs/CSOs.
* Facilitate dialogue and information sharing on development issues and policy among ADB staff, CSOs and their networks, development partners, government staff and ADB's private sector partners.
* Lead the preparation and organization of various forums for knowledge dissemination within ADB including newsletters, ADB-wide presentations, seminars, and regional workshops, etc.

i. Staff Supervision and Support

* Take the role of leader and supervise the work of team members, as assignments require Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
* Ensure the ongoing learning and development of reporting staff.


Educational Requirements:

Master's degree, or equivalent, in Development Studies/Economics, Social Sciences, Public Policy or related fields. University degree in Development Studies/Economics, Social Sciences, Public Policy or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.

Relevant Experience And Other Requirements:

* Suitability to undertake the responsibilities mentioned above at the required level
* International experience working in development in several countries, and comprehensive understanding of social and cultural environments, including field exposure, in several Asian/Pacific countries
* At least eight (8) years of relevant professional experience, including recent experience working for NGOs.
* Knowledge of capacities and interests of NGOs/CSOs in areas such as accountability, governance, environment, gender, health, ICT, and poverty reduction
* Proven operational competence in project design, implementation, financial management, monitoring, and evaluation of development projects
* Experience of in-country programming for major development organizations and management of donor-CSO partnerships
* Knowledge of, and experience with, participatory development processes, facilitation methods, and approaches to strengthening capacity of CSOs
* International experience networking with Governments, multilateral development banks, United Nations, donor agencies, philanthropic organizations, international policy/advocacy CSOs, and the private sector in the fields relevant to the position
* Strong capabilities in the planning, design and implementation of training events
* Ability to liaise and engage effectively with ADB Board, Management and senior staff, and advocacy NGOs
* Strong analytical and strategic thinking skills
* Good interpersonal skills
* Excellent oral and written communication skills in English
