South Sudan Roads Authority Jobs

The Southern Sudan Roads Authority Act, 2011 established the South Sudan Roads Authority (SSRA) as an autonomous body corporate.

The Act stipulates that the SSRA shall have responsibility for the management, development, rehabilitation and maintenance of all Inter-state and International Roads in South Sudan and road development in war affected areas as may be directed by the
Minister of Roads and Bridges.

SSRA is a legal entity with a duly constituted Board of Directors. The priority of the Board now is to make SSRA operational. SSRA is committed to the highest standard of corporate governance, business integrity and professionalism. In this respect, the Board of Directors, SSRA, now invites applications from South Sudan Citizens to fill a number of available positions in the Authority as described below. These senior management positions in SSRA need persons of high moral character and proven integrity, with relevant qualifications and work experience relating to the functions of the respective Directorate of the Authority.

Management of Road Maintenance Programs and Weighbridges




To lead the formulation of SSRA road maintenance strategic plan, coordinate the implementation of approved road maintenance program; monitor the performance of weighbridges as a subsidiary business of SSRA, lead the process of technological innovations in road maintenance and ensure that acceptable standards are maintained in all the undertakings, control costs and time overruns in order to maximize value for money.

1. Responsible for formulating the SSRA annual road maintenance plan
by incorporating necessary details including but not limited to costs,
bills of quantities, timeframe, sources of materials and methodology to
be adopted.

2. Ensures that the approved annual Road Maintenance budget and program is implemented as programmed by minimizing deviations.

3. Ensures that the Directorate of Road Maintenance is effectively managed and evolves on work principles of high quality and timely output.

4. Liaises with the Ministry responsible for roads and formulates the national road reserves policy and ensures that all road reserves on international and interstate roads are fully protected against encroachers with the view to minimize road development costs.

5. Oversees the annual bridges condition assessments on the international and interstate roads

6. Oversees the preparation of annual bridge maintenance programs and ensures that appropriate maintenance interventions are carried out in a timely manner with a view to sustain movement of people and goods in order to accelerate economic growth and development.

7. Maintains a database of contractors and consultants capable of

undertaking various road maintenance works and with the view to program SSRA activities and minimize time and cost overruns.

8. Responsible for conducting annual roads condition assessments, maintains a database with the view to prioritize and formulate appropriate and cost effective maintenance interventions.

9. Develops and implements the Labor Based Manual and ensures that the set standards are attained with a view to enhance value for money.

10. Leads the process of formulating SSRA road maintenance manual by incorporating, among other things, civil work standards, parameters of materials, road safety standards and monitors compliance by contractors.

11. Provides leadership to staff members in the Directorate and sees that they are fully deployed and strategically utilized.

12. Leads the recruitment process for employees in the Directorate by providing terms of reference, person specifications, pre screening, CV evaluation and interviews and selection.

13. Ensures that Axle load control services are compliant with East African Community requirements and compare favorably with similar ones in the neighboring countries in order to protect the investment in roads and enhance movement of cargo in order to accelerate economic growth and development.

14. Responsible for the approval of payments for road maintenance contracts on the basis of SSRA defined procedures, standards and practices.

15. Plays a leading role in the procurement of contracts and consultants for road maintenance programs by ensuring that value for money is obtained and sustained.

16. Responsible for preparation of road maintenance contract documents.

17. Ensures that technical and related road maintenance implementation issues are resolved in an amicable and in a timely manner with the view to minimize costs and time overruns.

18. Responsible for the training plan for the Directorate and liaises with the

Directorate of Administration and Human Resources Development for

its approval and implementation.

19. Maintains personal and professional development in order to meet the changing demands of the job; participates in appropriate training activities and proposes training programs for staff in the Directorate on an annual basis.

20. Attends management team meetings and systematically presents the status of road maintenance program among other things. Ensures

Directorate level meetings are held regularly.

21. Liaises with the Manager, Corporate Communications and issues briefs and presentations on the status of the road maintenance program in order to enhance public confidence and also to reflect Government commitment to road maintenance.

22. Assigns tasks to Road Maintenance Managers and evaluates their

performance.

23. Updates and advises the Executive Director on matters pertaining to road maintenance.

24. Monitors the costs and time overruns of road maintenance programs, identifies, documents causes and presents them to management and other stakeholders as lessons learnt with the view to minimize their reoccurrence in future maintenance activities.

Financial management & reporting

To manage all financial resources and related matters and in specific terms, the preparation of monthly, quarterly and annual financial statements; developing and implementing prudent financial management systems and internal controls to ensure compliance with financial regulations and requirements of the Government of South Sudan, and development partners involved in financing the roads sector. He/she will interface with internal and external auditors in order to attend to any audit queries.

1. Responsible for planning, directing and controlling financial resources for SSRA by following laid down financial policies, procedures and regulations in accordance with the legal framework governing public finances in the Republic of South Sudan, financial procedures set by development partners and also on the basis of international accepted accounting/financial standards.

2. Leads the process of developing the SSRA financial manual and systems, bearing in mind public financial legislations of the country and prudent financial standards with the view to enhance corporate governance.

3. Ensures that the Directorate of Finance is effectively managed and centered on high quality and timely outputs. Formulates the financial and accounting short, medium and long term programs in order to support the core and subsidiary businesses of SSRA.

4. Contributes to the formulation of the Authority’s business and strategic plans and Annual Reports.

8. Leads the process of computerizing SSRA financial management systems and ensures that compliance is strictly maintained and procedures are followed for back-ups and retrievals.

9. Responsible for timely preparation of SSRA annual budget and cash flow projections in relation to the Performance Agreement with the Ministry overseeing roads and the Road Fund.

10. Ensures that the SSRA Financial Management Manual is reviewed and updated on annual basis and disseminated to members of staff.

11. Provides comptrollership functions in order to ensure that day to day financial transactions are effected according to legislations, policies, procedures and generally accepted accounting principles.

a. Must possess a Bachelors degree in Accounting, Finance, Economics, Business Administration, Business Computing, or in a related field obtained from a recognised institution of higher learning.

c. Have at least 10 years practical working experience obtained from a public sector or private sector organisation.

d. Must have held a managerial position in a busy financial environment for at least three years.

e. Proven ability to meet several deadlines and manage a number of requests is necessary.

To ensure that all South Sudan Roads Authority Procurements and Disposals are fully compliant with the legal framework, regulations and standards governing public procurement in the Republic of South Sudan and also any special requirements spelt out by the Development Partners supporting the roads sector.

Ensures that procurement and disposal activities of SSRA are conducted in a fair and transparent manner in order to uphold the principle of value for money and in consonance with the procurement and disposal legal framework, procedures and regulations of the Republic of South Sudan and those systems and procedures adopted

by the various Development Partners.

2. In consultation with the Directors and the Executive Director, prepare medium and long term procurement and disposal plans in line with

SSRA’s business plan and mid-term and long-term plans.

3. Studies from time to time and advises the Executive Director on the feasibility of implementing innovative project delivery and financing strategies and gives business direction to the procurement function.

4. Liaises with the Director of Administration and Human Resources Development in order to determine short and long term human resources requirements for the Directorate based on mid-term and long-term procurement needs of the Authority.

5. Receives and reviews annual procurement plans from the Directorates and compiles SSRA’s annual procurement plan and seeks for its approval and communicates it to other stakeholders.

6. Reviews and authorizes invitation to bid notices before their publications;

7. Reviews and authorizes all communications with bidders;

8. Oversees the preparation of solicitation documents;

9. Oversees pre-bid meetings, bid closings, bid openings, evaluations and negotiations;

10. Oversees the preparation of contract documents and subsequent amendments, if any;

11. Develops and implements a robust procurement monitoring system and follows up mechanisms to ensure that procurement activities are carried out as planned; identifies any deviations and takes appropriate actions and submits biweekly procurement reports to the management.

a. The applicant must be a registered engineer with a B.Sc. degree in
Civil or Highway Engineering plus a post graduate qualifications in Project/Construction/Contract Management or
Procurement/Purchasing; must have 10 years of professional working experience in planning, design, procurement, construction or management of road or bridge works, out of which:-


b. Three years shall be in public procurement in a busy public/private sector organization or projects procuring engineering works, services, goods and supplies. The candidate shall demonstrate a good knowledge of public procurement systems including

c. Two years shall be in procurements financed by multilateral Development Partners such as the World Bank, European Union, African Development Bank, the Arab Development Banks/Funds and others using procurement procedures and guidelines of these Development Partners;


d. Two years shall be in procurements financed by Government under specified legal framework, Regulations, Standard Bidding Documents and Guidelines;


e. Three years of experience in the design/design review of roads and bridges including preparation/review of technical specifications.

1. Develops implements and regularly reviews the human resources policies, procedures and guidelines and ensures their compatibility with the constitution of the Republic of South Sudan and the employment laws and other legislations.

2. Maintains the utmost confidentiality in dealing with employee records and business information with the view to sustain the integrity of the Authority.

3. Ensures that excellent support services in terms of human resources, administration and Information Technology are provided to all the Directorates and maintains effective working relationship with employees as a strategy to enhance productivity and corporate performance.

4. Plans, organizes, directs, coordinates the Directorate’s work plan; assigns projects and programmed responsibilities; reviews and evaluates work methods and procedures; meets with staff to identify and resolve problems and monitors performance on a monthly basis.

5. Coordinates the recruitment function of the Authority on the basis of laid down policy and procedures and ensures that at all times, recruitment is based on merit.

6. Formulates the Authority’s five year strategic staff training and organization development plan to meet professional and

7. Oversees the design and development of compensation strategy and programs for the Authority with the view to make the SSRA the employer of choice and to ensure regulatory compliance at all times.
8. Responsible for conducting salary surveys within labor markets in order to determine the position of the Authority, analyzes salary reports and data to determine a competitive compensation plan, every two years.

3. Participates in the preparation of SSRA business and strategic plans and also the annual budget and reports.

4. Responsible for the preparation and update of the Authority’s Network Management Manual.

5. Ensures that the Directorate of Planning and Programming activities are effectively managed and evolve on work principles of high quality and timely output.

6. Develops and implements data collection mechanism for the Directorate and ensures that network data is continuously collected, analyzed and integrated into the management of the Authority’s planning and programming and decision support systems.

7. Ensures that the Authority’s technical documents, including specifications and standard drawings/bidding documents are updated in line with best practices.

8. Leads the process of procuring feasibility, detailed engineering designs and other studies related to the preparation of program priorities and project scope and costs.

9. Initiates and maintains links with specialist research institutions and similar bodies, identifies areas of technological development which may offer benefits to South Sudan road sector and introduces their piloting.

1. Responsible for developing and leading the Office of Internal Audit in a professional manner and to ensure that it is effective and commands the highest standard of respect, both internally and externally.

2. Prepares the Internal Audit Manual for South Sudan Roads Authority with details of the annual audit scope and coverage, audit plans and undertakes regular updates.

3. Responsible for the preparation and roll out of short and long term audit plans having due regard to appropriate measures of risk.

4. Undertakes Audit of transactions undertaken in the Authority on a regular and adhoc basis in order to ascertain compliance with policies, procedures, rules, regulations, laws and standards.

5. On adhoc basis, examines financial documents, statements, stores records, and related reports in order to verify their accuracy, consistency and viability.

6. Ensures that all allegations of financial irregularity, impropriety, fraud and corruption are promptly and fully investigated in order to bring the culprits to book and also to send a signal to others that such actions are not tolerated in South Sudan Roads Authority.

7. Undertakes information technology systems audits in order to ascertain the degree of consistency, accuracy, dependability; the magnitude of imbedded risk and the extent of intended usage and proposals for mitigation course of action with timelines.

8. Examines all the Authority expenditures in order to ascertain correctness, prudence and value for money in accordance with explicit and implied requirements of the Government of South Sudan, Development Partners, the Road Fund and other stakeholders.

9. Plans and undertakes technical audits of civil works contracted in order to ascertain the degree of compliance with technical specifications, bills of quantities, contract management aspects and report accordingly with the view to attain the set quality standard.

10. Responsible for reviewing, appraising the extent to which the Authority’s assets are accounted for and safeguarded against losses arising from fraud, waste, extravagance and inefficient administration.

11. Analyses operational and management processes and system controls’ effectiveness and efficiency with a view to improve them and propose value added recommendations.

13. Participates in appropriate training activities and proposes training programs for Internal Audit staff on annual basis.

1. Responsible for the conceptualization, planning, development, execution, monitoring and evaluation of an organization branding, advocacy and communication strategy to promote the Authority’s image, activities and programmes both in South Sudan and abroad;

2. Formulation of the Communications Strategy shall include undertaking of communications audit, a stakeholder mapping and desk review. The jobholder shall also establish a communications baseline either through previous strategies or researches carried out in the sector addressing public perceptions of the roads sector or a media content analysis covering the last two years.

3. Acts as the Authority’s spokesperson in relation to briefs, and by providing timely official responses to issues raised by outside parties;

4. Maintains a media profile for all relevant issues and support follow-up on Special issues of Public Interest such as Road Use, Road Sector HIV Awareness, Environmental Conservation, Resettlement of Road Projects Affected Persons, Gender Mainstreaming, Good Governance and Accountability, etc;

5. Manages media activities such as organizing visits to project sites, facilitating photo coverage and TV footage, radio interviews and special events, and utilizes both web-based and traditional media where appropriate in order to generate and maintain public interest on Interstate and International Roads issues, and tell the story of SSRA’s contribution to national economic development.

Develops a strategy to get National Roads issues into the public domain, and strengthen political will in support of SSRA's mission and objectives, (including communication assessment and analysis, development of a communication plan, strategic use of resources and involvement in key programme processes, especially situation analysis, reviews and evaluations);
