STAP-SPECIAL ASSISTANT TO THE VP INTERNATIONAL PROGRAMS & OPERATIONS

CARE is seeking an experienced Special Assistant to be responsible for supporting the Vice President International Programs (VP-IPO) in assisting with the execution of the Department's mandate. S/he provides analysis, advice, assistance, and recommendations to the VP-IPO on operational issues such as planning, budget formulation, compliance and performance monitoring. S/he is also responsible for supporting the VP with efforts to continuously improve the day-to-day operations of the IPO department. S/he directly assists the VP-IPO with the execution of duties related to leading CARE’s regional and country programs focusing on humanitarian assistance and sustainable development. S/he focuses on monitoring, communication, coordination and execution to ensure Headquarters (HQ), Regional Management Units (RMU’s) and Country Offices (CO’s) are aligned in their efforts to implement CARE’s mission. S/he will lead the Global Annual Operating Process and Budgeting for the Department.
A key function is designing and supporting systems to support change processes in the IPO department.
The Special Assistant will also provide day-to-day staff support to the department and Vice President on all matter of issues. S/he will facilitate the information flow between HQ (all relevant areas, including finance and fundraising and marketing) RMU's and CO’s, and is responsible for promoting and advancing RMU/CO priorities with internal constituencies. S/he supports RMU’s on the implementation and reporting of global initiatives and participates in selected working groups representing the RMU and COs perspectives. The Special Assistant will also serve as the point person for the DRD – Program Support in HQ and will convene this group periodically.
The Special Assistant will also represent the VP-IPO in meetings and other forum when the VP-IPO is not present. The Special Assistant will also represent the VP-IPO in EMT meetings when the VP is not present. S/he must be knowledgeable of the key issues facing the department so as to be conversant with all the various constituents both internal and external to the organization.

Required:
· Bachelors degree in a relevant field
· 5+ years of progressively professional experience in managing projects that produce major change within an organization and require significant reliance on relationships throughout the organization
· 5+ years of experience with systems analysis, business process mapping and organizational design
· Proven success in a role requiring influencing change without line management responsibility
· Collaboration with multi-cultural teams to drive results
· Appreciates and comfortable with dealing with diversity in all its various aspects
· Project management
· Planning and budgeting
· Outstanding written and verbal communications skills
· Analytical skills
· Strong interpersonal skills
· Ability to effectively manage multiple priorities and produce results in a timely manner
· Advanced MS Office capabilities (Word, Excel, PowerPoint)
Desired:

· Understanding of International NGO operating environment
· Experience in large, complex organizations
· Awareness of complex challenges CO’s face in implementing programs
