JOB CONTEXT:

Being active in the Community of Independent States (former Soviet Union) since 2001, Handicap International runs several projects, for a global budget of 1 million Euros, such as:  Quality of life for all: increase access to services for children with disabilities and their families  Empowering representatives in Tajikistan to effectively promote the equal participation of persons with disabilities and their human rights  Community Based Rehabilitation response to the 2010 Polio outbreak  Support Tajik authorities in developing their “Tajikistan National Mine Action Strategy 2010-2015” with action plans on Mine Victim Assistance and Mine Risk Education.  Support to vulnerable workers and among them workers with disabilities in getting decent employment and social protection.

WORKING ENVIRONMENT:

Based in Dushanbe, you will work under the management of the Regional Program Director. Externally you will be in relation with professional networks, governmental partners, and local NGOs partners. Travels will be required (25% of working time), including to the neighbourhood countries.

JOB DESCRIPTION:

Challenges and goals: With a strong link with the Technical Resources Division of the headquarters, you will have to support the implementation of Handicap International’s 2012-2014 strategy in Central Asia by developing new projects and ensuring appropriate technical support, reinforcing learning processes within the program to favour a more in-depth understanding of disability issues. You will also have the key responsibility to guarantee and enhance the technical quality of projects implemented at national and regional levels, by establishing training programmes for staff and partners and developing a network of resources in the filed of Community Based Rehabilitation.

Activities: Support and Advise Programme’s strategies  Provide oversight, technical advice and strategic management support to the programme  Contribute to developing a partnership strategy  Conduct in-depth thematic analysis when needed Advise on project/activity quality  Participate to project’s Monitoring and Evaluation process  Directly support the development of tools and methodologies  Support project teams in developing project assessments Development  Build a network of technical resources  Develop tools, networks and approaches supporting partners and teams  Participate in identifying needs / opportunities for new projects Team and partner’s capacity building  Provide technical support in the recruitment of technical staff  Participate to the identification of Handicap International team training needs on technical aspects  Coordinate external and internal technical resources to build teams and partners capacities on disability. Knowledge management  Support experience sharing processes at program level  Coordinate capitalization of tools and experiences  Make proposition to organize workshops

CANDIDATE PROFILE:

Mandatory: Rehabilitation profile or highly experienced professional in the field of disability Experience of project development Experience in training Analytical skills Adaptability to different cultural contexts

Complementary: Experience to work on social inclusion in developing countries Community Based Rehabilitation expertise

REQUIRED LANGUAGE SKILLS:

Proficiency in English (both writing and speaking) is mandatory

JOB ENVIRONMENT:

The position is based in Dushanbe, a middle sized town with all the required basic services. Dushanbe is a nice provincial type city with an interesting offer of entertainment opportunities for nature and mountains lovers. Movements outside the city are restricted. Winter time is cold and humid, power cuts can be envisaged. Islam (Sunni) is the official religion of the country. There is no immediate threat of security.

This position is open to families, as there is access to an English speaking school.

EMPLOYMENT CONDITIONS: (depending on your experience)

Salary: 2100 to 2500 Euros gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by Handicap International + repatriation insurance + indemnity for partner and children

Volunteer: 750 to 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by Handicap International + repatriation insurance + indemnity for partner and children
