Cordaid combines more than 90 years’ experience and expertise in emergency aid and structural poverty eradication. We are one of the biggest international development organisations with a network of almost a thousand partner organisations in 36 countries in Africa, Asia, Central and Eastern Europe and Latin America.
The counterpart organisations work on various themes, including health care, quality of urban life, access to markets and peace and conflict. Each year around 170 million euros is spent on initiatives in the South. Of that, over 30 million euros is available for emergency aid. A small part is spent in the Netherlands on lobby, public support and consciousness-raising.

For the Cordaid Shelter Programme in Haiti, Port au Prince, Cordaid is looking for an Urban Shelter Manager

Introduction
Cordaid is active in the Emergency Response in Haiti after the earthquakes in 2010. Through our Haiti Field Office (main office Port-au-Prince, with a sub-office in Leogane) we support several local organisations, both Caritas and non-Caritas, in their emergency response and recovery work, and at the same time have started direct implemented emergency response work, among others a Transitional Shelter Programme.
The focus for the coming months is to implement a community based shelter programme in rural and urban areas (shelter includes land rights, housing, water and sanitation, and site works).

Position and responsibility
The Urban Shelter Manager reports to the Shelter Programme Manager.
He/she is responsible for the implementation of the Urban Shelter programme.

General objective of the posting
To support the development of the community-driven Port-au-Prince based Urban Shelter Programme, and be responsible for its implementation in cooperation with the Community Development Manager. Activities will include the development of a variety of neighbourhood plans and urban transitional shelter designs and a range of solutions for sanitation, water, access and waste management together with project design, management and monitoring of the various shelter interventions activities, information sharing, coordination, publicity, evaluation and related reporting (paper trail).

Specific objectives
- Responsible for the development and implementation of the community-based shelter programme (shelter and owner driven new built and retrofit). This includes, amongst other, assistance in beneficiary selection, field assessments, community profiling and mapping, data management, community mobilization, risk mapping, community planning), and establishment of selection mechanisms for community representation and involvement in planning and implementation.
- To assist the Shelter Programme Manager with all aspects of the financial management of the programme.
- To assist the Shelter Programme Manager to develop an urban renewal and permanent house construction strategy and is responsible for the implementation of the owner driven house construction and integrated neighbourhood improvement programmes
- Responsible for the formulation, and monitoring of works and supply contracts as well as the formulation of TORs for shelter related consultancies and monitoring of consultants and local as well as international partner organizations.
- To liaise with relevant agencies, institutions and local authorities to ensure compliance with laws, shelter cluster strategies and specifications.
- Will pro-actively develop linkages with national and international institutions to support longer term planning and construction developments.
- Will develop an implementation strategy that ensures that the project is fully participative and appropriate to the overall objectives of the project.
- Will produce technical specification, contracting formats, field manuals, protocols for each aspect components. Developing a reporting, monitoring and evaluation system with integrated application of a lessons learned strategy.
- Will assist the Shelter Programme Manager to ensure community approaches for permanent housing and neighbourhood, in line with Cordaid and Haitian Government’s strategies
- To ensure that all aspects of training necessary for staff is planned and evaluated, and that procedures for contracting are properly followed and that all documents related to contracting are complete and filed (transparency and audits) – all in accordance with the Cordaid Field manual.

Qualifications
- Minimum of Master degree in science, architecture, civil engineering, contract management.
- Excellent in English speaking and reporting; good working level in French in order to be able to communicate in French (and willingness to improve/be trained further).
- Minimum of five years experience in similar management positions.
- Experience in the formulation and implementation of community based shelter programmes (after disasters) in third world countries.
- Familiar with development and rehabilitation settings and be able to work in a multicultural and, at times, stressful environment.
- Familiar with urban renewal, shelter constructions, architecture in post disaster settings in developing countries.
- Proven experience in coordination with NGOs and/or donor organizations.
- Result oriented, pro-active and inventive.
- Practical administration and organization skills; experience in Project management and team work experience.
- An understanding of Community Management Disaster Risk Reduction (CMDRR) strategies and experience in the inclusion of cross cutting issues in programming i.e. gender, HIV/AIDS, environmental issues.
- Willingness for multi-tasking, willingness to travel.
- Able and willing to live and work in Haiti (security/remote areas).

Contract information
The contract period is for 7 months starting as soon as possible, with the intention to extend for a longer period.
