Contractual Conditions: Swiss salaried contract 3 841 Chf (~3 100€) < > 4 977 Chf (~4 000€) net salary/month according to experience x 13, Annual Leave: 25 days per year + R&R system including 5 days every 10 weeks + participation to the cost of travel up to a maximum of 1000 USD. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight. Details of conditions and advantages Background: Since June 2003, Terre des hommes (Tdh) has been leading the Child Rights Consortium (CRC), made up of national and international non-government organizations funded by the European Commission . The aim of the CRC is to provide support to the neediest among the most vulnerable children of Afghanistan. Its 2008-2012 programme of action specifically targets children working in the street, children working on and across the border with Pakistan, children working in exploitative conditions in small businesses, children in conflict with the law, children marginalized by disability and survivors of abuse. The CRC advocates for the rights of the child in line with Afghanistan’s commitment to the UN Convention on the Rights of the Child (ratified 1994) and the Millennium Development Goals (signatory 2003), and with the national Constitution (2004) and current national plans (Afghanistan National Development Strategy 2008-2013, Social Protection).

January 2009 marked the beginning of a third phase of the Child Rights Consortium programme and includes a new set up and organization of the Consortium.

CRC III is a joint project of 3 national and international NGOs: ASCHIANA, Loy Kandahar Reconstruction Organization (LKRO), and Tdh. It is funded by the European Commission to improve the living conditions of streets and working children and their families in Afghanistan, and to advocate for the Rights of the Child, particularly those who are beneficiaries of the CRC III programme.

The European Commission has mandated leadership of the CRC III to Tdh and support to the Ministry of Social Affaires in implementing the child protection component of the Afghan National Development / Social protection strategy of Afghanistan in 5 locations: Kabul, Mazar-I-Sharif, Herat, Jalalabad and Kandahar.

Main Responsibilities: Team Leading: • To manage, coordinate and support the Coordination team including the Technical Advisor and the Expert and Coordinator in Juvenile Justice • To support the two national NGOs through regular consultations and exchanges, coordination meetings and thematic meetings • To work in close cooperation with the National CRC Senior Coordinator, in terms of decision making, implementation of activities, training sessions, and reporting

Capacity Building : • To strengthen the capacity of the Coordination team and the capacity of the Afghan senior CRC Coordinator • To monitor the capacity of the partners to deliver the work according to contract

Project Implementation, Monitoring and Evaluation: • To deliver the project according to the terms of the contract • To meet the project objectives, consistent with the project narrative, logical framework, time bar chart and budget • To implement activities of the CRC according to the contract: significant activities include training, contributing to national policies on child protection, delivery of advocacy strategies, networking with similar organizations and projects in Afghanistan and within the region and research • To involve beneficiaries and partners in participatory monitoring processes • To monitor the project’s progress regularly – not less than every 6 months and report on action to take as necessary • To participate in project evaluation with an emphasis on results and impact

Budget and Contract Management : • To master the funding contract • To inform CRC partners of their rights and obligations according to the contract and organize budget and contract management training • To apply rules and regulations signed by Tdh with CRC partners concerning CRC administrative and accounting procedures • To monitor expenses according to the contract obligations and take appropriate action in the case of over or under expenditure across funding lines • To carry out monthly budget follow-up reviews
• To manage the bank account(s) related to the project • To follow-up the provision of monthly accounts by all CRC partners • To follow-up fund requests submitted by CRC organizations and to proceed to fund transfers on CRC partners accounts

Donor Relation : • To represent the CRC with the donor and convey the donor’s voice to the CRC partners • To hold regular meetings with the donor to inform on the progress of the project implementation and contract management • To submit to the donor the narrative and financial reports requested by the contract as well as other necessary information

Relations with Authorities • To represent the CRC to relevant ministries and government institutions • To maintain regular contact and good relations and inform them of the CRC activities • To master national policies related to child protection and engage the CRC in child protection policy initiatives

Liaison with Institutions and NGOs • To represent the CRC at public forums and meetings • To carry out for the CRC common initiatives with other child rights organizations

Human Resource Management and Team Collaboration • To manage a team consisting in an Advocacy Officer, an Administrator, a Project Officer, a Database Officer, two Translators, a Logistician (numbers of staff and JDs are subject to change) • To work in close collaboration with the Technical Assistant (and his team) posted at MoLSAMD and a national Policy/Advocacy Advisor • To work in close cooperation with the international Database and Communication Officer • To collaborate with Tdh’s staff in charge of other projects in Afghanistan and in Pakistan as required

Reporting • To report to Country Representative • To report to Desk Officer / Programme Manager based in Head Office

Child Protection Policy: • To commit to respect the Child Protection Policy • To commit to ensure the best implementation possible of the Child Protection Policy in Afghanistan • To commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy

Education and Experience required: • Educated to degree level • Experience in financial management and management tools • Experience in team leading with a minimum of 5 years experience in humanitarian and development work; particularly in difficult countries • Experience in monitoring systems and tools • Fluent in spoken English and excellent report writing skills in English

Knowledge, Skills & Abilities: • Knowledge and regular application of Project Cycle Management principles in development projects • Knowledge and commitment to best practice in Child Protection • Strong interpersonal, management and leadership skills as team leader and team member • Demonstrated ability to facilitate and maintain relationships with authorities; national and international aid agencies • Commitment to best practice in Safety and Security
