Afghanistan Grants Adviser
Grants and Monitoring Unit: The Grants and Monitoring Unit (GMU) works closely with DACAAR’s Programme Department to provide advisory support specific to contracts’ acquisition and follow up of the same. The GMU is composed of a Grants Adviser, a Monitoring and Evaluation Advisor and three local officers.
The GMU is a unit within the Strategy and Policy Department. The unit reports to the Knowledge and Communications Manager, and coordinates actively with the key Managers within Programme Department as well as with the key staff of Finance Department.
Functions: The GMU is involved in a variety of roles at different levels within DACAAR and the members of GMU are required to perform the following functions as a team:
- Support in locating donors willing to support specific proposals that are consistent with and supportive of DACAAR’s mission;
- Fostering meaningful involvement of DACAAR in partnership with donors and networks of the organisation;.
- Ensure high quality of submitted documentations;
- Identify organisational and competitive obstacles to effective internal and external cooperation;
- Foster cross-fertilisation of organisational methods and approaches by sharing lessons learned about successful programming;
- Support capacity building within the organisation in consultation with senior managers;
- Produce objective reports on the projects as required by the stakeholders;
- Monitor and report on findings about contracts implementation and expenditure to ensure compliance with contractual requirements, budgets and timeliness as well as internal guidelines;
- Ensure compliance with donor requirements by coordinating and advising on the timely submission of contract related documentations in the required format;.
- Develop and maintain soft and hard copies of all contracts’ related documentation and make available to relevant staff, and;.
- Participate and contribute in internal and external management and advisory team meetings, as requested.
Specific Responsibilities of the Grants Adviser: The Grant Adviser will:
- Support the two main programmes to produce high-quality documentations in the form of proposals, reports, modifications and evaluations to be submitted to donors through the Director;
- Ensure that proposal writing is done in a team spirit benefiting from DACAAR’s experience in M&E and linked to DACAAR’s finance to ensure proper budgeting forecast;
- Support concerned programme management – after signing a contract – in a mobilisation workshop to clarify the specific role and operational needs for successful and timely implementation, accountability, reporting requirement (internal and to the donor);
- Maintain an updated Contract Management Database with all relevant information about DACAAR’s projects and donors.
- Identify new funding opportunities and assist, when appropriate, in responding to queries from donors. Maintain donor relationship and attend donor meeting and training courses and share all information with the relevant parts of DACAAR, and;
- Undertake other tasks as requested by the Line Manager.
Qualifications required:
- At least a post-graduate degree in a relevant field
- At least five years experience with international development work, with a minimum of two years with donor and contractual issues
- Familiarity with regulations and working practices of the European Commission and other international donors, as well as experience in liaising with them
- Systems oriented approach, with strong organization and coordination skills
- Excellent command of written and spoken English and strong communications skills
- Strong analytical, drafting skills, and attention to detail
- Efficiency and tact
- Experience from work in post-conflict countries, cross cultural and diverse environments. Previous experience in Afghanistan and knowledge of local languages desirable
