Afghanistan Urban Policy Advisor

The Ministry of Urban Development Affairs is the Afghan Ministry responsible for urban policy formulation and guidance, support to Municipalities for their development activities, and the preparation of Urban Master Plans. It also supports participatory democracy in urban areas. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Urban Development Affairs, CTAP is now seeking to fill the position of Urban Policy Advisor to work in the Ministry of Urban Development Affairs Directorate of Planning and Policy under the management of the Director of Planning and Policy. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

This assignment involves supporting a government-led capacity development programme within the Ministry of Urban Development Affairs Directorate of Planning and Policy. Under the supervision of the Director, the successful candidate will provide technical advice, management support and technical inputs required to allow the Ministry of Urban Development Affairs to achieve its objective of development of urban policies and strategies that it needs to implement its programs. The successful applicant will be expected to work with and through his/her Afghan national counterpart(s), and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.

Working under the supervision of the Director of Planning and Policy and with a team of counterparts to be assigned by the Directorate, and with assistance from the CTAP Capacity Development team, the international Urban Policy Advisor and other relevant individuals, the Urban Policy Advisor will: • Evaluate the current urban policies of the Ministry of Urban Development, with a special view to assessing challenges related to implementation of urban policies • Conduct, in partnership with relevant stakeholders, a comprehensive review of the urban sector policies and identify issues in existing policies and the need for new policies • Based on the results obtained from the evaluation and review of the current urban policies, develop a National Urban Policy and an Informal Settlements Upgrading Policy that addresses rapid urbanization challenges (fast urban population growth, growing cities, land reform, upgrading (formal and informal settlements), housing, water and sanitation, urban environment, transportation, urban governance, urban economy, other municipal services, etc. that is in line with ANDS and the new developing challenges of the urban sector • Ensure that a system of periodic reviews against the implementation of urban policies is in place and is implemented, in partnership with the Ministry’s Monitoring and Evaluation Department • Develop short, medium and long term urban plans. • Take part in reviewing the current strategy of the ministry and assist the ministry in the Development of a comprehensive Five Year Strategic Plan in line with ANDS and develop an action plan for implementation of the strategy • Provide technical assistance to the Ministry’s staff, advisors and consultants in the development of urban policies as required • Create a set of standards, tools and procedures to assist policy directorate to control the implementation of urban policies • Assist the Ministry with human capacity building through development of job descriptions and on-the-job training to ensure that a full team of qualified, trained urban policy makers staff are in place within the Ministry • Provide ongoing coaching and technical backstopping to the strategic planning and programme design staff • Support Public Administration Reform activities, such as Pay and Grading implementation, that effect staff and units working on developing urban policies • Coach and mentor the designated counterpart(s) in order to support his/her professional development and allow him/her to discharge his/her responsibilities more effectively • Assist the Ministry in formulating programs and fund raising • Any other relevant tasks assigned by the Director of Planning and Policy and the Minister

2.3 Deliverables The deliverables of the Urban Policy Advisor are: • Evaluation of Ministry current urban policies • National Urban Policy • Urban Legislation Framework • Action Plan for revision and expansion of urban policies and legislations • Policy making design tools, guidelines, procedures, and other materials • Trained and qualified urban policy makers

The successful candidate should have the following skills, experience and qualifications: • PhD (preferred) or Masters degree in any development subject • At least 7 years of work experience, with 5 years of experience in developing urban policies, strategies • Demonstrated experience of developing major Urban Policies • Experience of urban development and/or participatory governance in urban environment a strong plus • Good team worker, capable of working effectively in a very challenging environment • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus

Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.
