Afghanistan Organizational Development Advisor

Average salary up to US$120,000/annum plus allowances based on relevant qualifications and work experiences 1. Organizational Context The goal of the MOWA Priority Program or MOWA NPP is to enable the government to implement its gender equality commitments. This goal will be attained by pursuing four objectives, namely: (a) develop the capacities of relevant government entities to mainstream the implementation of the National Action Plan for the Women of Afghanistan (NAPWA) in their policy making, planning, programming, budgeting, implementation, monitoring, reporting and evaluation processes; (b) institutionalize the development of knowledge and build technical resource bases to support the pursuit of gender equality goals by government and partners, (c) raise public awareness and appreciation of gender equality as a means to attain the vision of a progressive and peaceful Afghanistan; and (d) establish effective mechanisms to oversee the implementation of NAPWA across government. These goals and objectives have been framed around the principle that the “The implementation of strategy for gender equity is a shared responsibility among government entities at the national and sub-national levels.

The Civilian Technical Assistance Programme (CTAP) is an Afghan government led programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development Specialists. On behalf of the Ministry, CTAP is now seeking to fill the position of Organizational Development Advisor to work in MoWA, under the management of the Human Resource Directorate. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

  1. Position 2.1 Natures and Scope of Assignment

This assignment involves supporting a government-led Organizational development program within the MoWA Directorates. The assignment will be under the supervision of the Director of Human Resource. The successful candidate will provide technical advice, management support and technical inputs required to allow the Ministry of Women Affairs to achieve its objectives and strategies that it needs to implement its programs. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them.

2.2 Duties and Responsibilities Organizational Development Adviser Will assists the Director of Human Resource to Develop MoWA structure, Organizational and Institutional development strategy and Monitoring. • Assist the Ministry of Women Affairs to review its structure and map, evaluate, refine and streamline existing administrative and reporting processes

• Assist the Ministry of Women Affairs to assess and develop departmental structures and propose plans for streamlining and reduction of functions to meet NAPWA Targets.

• Provide assistance to the MoWA to develop Organizational and institutional Development Strategy

• Assist the HR Department to develop Monitoring and Evaluation Processes, tools and instruments and refine existing practices

• Support the process of updating and reforming the organizational strategy

• Develop HRM Policies and its implementation strategy/framework, conduct assessment and identify HR needs of the MoWA operational units and programs

• Identify staff capacity constraints and weakness and ensure plans are developed to address them.

• Design and support the arrangements of systems for training, coaching and on-the-job learning for relevant staff

• Coach and mentor key staff in order to promote their professional development • Carry out other relevant tasks, which the director general might allocate for achievement of department goals and objective 2.3 Deliverables The deliverables of Organizational Development Adviser is: • Operational manual and detailed implementation plan for MoWA Organizational Development programs developed and implemented • Adequate structures and procedures created and strengthened that will enable the HR Department to develop and implement their programs and accelerate service delivery. • Coaching, mentoring and training strategy/program developed and implemented.

2.4 Skills, Experience and Qualifications Required

The successful candidate should have the following skills, experience and qualifications: • Master degree is a plus, bachelor degree in the business administration, Public administration or other relevant subject area is considerable • At least 7 years of work related experience, preferably in the area of organizational/ institutional development • Demonstrated experience in capacity development programs • Good team worker, capable of working effectively in a very challenging environment • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus
