Afghanistan Public Health Specialist

PURPOSE OF POSITION:

World Vision is implementing a USAID Food-for-Peace Title II integrated three year Multi-Year Assistance program (MYAP) called HEALING. The program focuses on Health (Mother-Child Health and Nutrition) and Agriculture. Its objectives are on improving the health and livelihoods status of 5 districts of Ghor Province through integrated health and agriculture activities. The position of Public Health Specialist is a full time program position based in Chaghcharan town of Ghor province Afghanistan for the duration of the No Cost Extension, until the end of July 2012.

The Public Health Specialist is a managerial level position responsible for the oversight and implementation of all Mother/Child Health and Nutrition activities under the USAID-funded Multi Year Assistance Program in Ghor Province.

KEY RESPONSIBILITIES:

Establish MCHN activities in all the 5 target districts in Ghor province Identify training needs of the health workers and CHWs in Ghor province and also helping to identify, document and disseminate lessons learned and best practices, ensuring program quality and promoting strategic growth in Health. Organize and coordinate training for health workers and CHWs on MCHN. Build the capacity of national staff working for WV on various areas (Report writing, conducting surveys, using the computer, NGO representation at meetings, Drug consumption tracking, etc) Interface with other partners in the field for the betterment of project activities Give supportive supervision to workers deployed in all the 5 target districts of Ghor. Write weekly, monthly, quarterly and End of project reports, and submit them timely to the in-country office for onward transmission to HQ and to Donors. Liaise closely with the Project manager to ensure smooth running of activities. Supervise and provide guidance to national WV PHO, EPI Supervisor, Growth Monitor and the MCHN supervisors in Ghor health zones supported by WV. Supervise and provide guidance to the deputy Public Health Specialist, the Public Health Coordinator and 5 Field Supervisors in Ghor province. Explore and facilitate cross-sectoral linkages for locally-appropriate, effective and sustainable nutrition programming in conjunction with agriculture department, governments Department of Agriculture and MoPH. Coordinate and facilitate the training of PHC workers according to identified gaps. Conduct on-going assessment of training and material needs for Maternal and Child Health and Nutrition services at all the supported sites. Coordination of and training of local midwives and CHWs in the active management of labour and Safe Motherhood practices. Prepare guidelines and protocols of service for local midwives in close collaboration with the MOPH and Project Manager. Continuously assess and evaluate future program direction for Maternal, Child Health and Nutrition services in close collaboration with the Project Manager. Encourage community participation in Maternal, Child Health and Nutrition activities to ensure long term ownership and effectiveness of the program, through the village health committees training. Supervise and monitor collation and analysis of epidemiological data from all sites. Facilitate and attend WV’s monthly meetings with the MoPH, VHCs, and Head Nurses of health facilities. Conduct on-job-training for national WV supervisors according to gaps identified.

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:

At least Bachelors level degree in health, public health, or nutrition, or an equivalent combination of related education and work experience. At least five years experience working with public health issues and/or health sector reform in developing or least developed countries. Possess experience in monitoring/evaluation of health sector activities. Good communicator and ability to train other staff to high levels of competency. Ability to plan, coordinate, and execute training programs. Good knowledge of health framework. Good time management and scheduling skills. Computer competency including MSWord and Excel Fully fluent in the English language. Willingness to travel on a regular basis within, and outside, the country. Ability to work in a cross-cultural environment with multi-national and international staff. Demonstrated capacity building approach to supporting staff development. Honesty and personal integrity Requires emotional maturity and ability to adjust to harsh living conditions. Willingness to be based in Chaghcharan, Ghor Province. Committed to the mission and core values of World Vision. Strong analytical skills, sound judgment and the capacity to think plan strategically, plus interest and capacity to learn about new areas. Excellent interpersonal communication, networking and negotiation skills, including working in teams in a cross-cultural context.

PREFERRED: Work experience in volatile and conflict-affected context preferred. Previous experience working with USAID resources. A strong network of peers in the public health field
