Project Manager Livelihood Afghanistan

Position Start Date: 1st of February 2012 Project Duration: 12 months renewable Location: Afghanistan, Rustaq

Contractual Conditions: Swiss salaried contract 3 347 Chf (~2600€) < > 4476 Chf (~3500€) net salary/month according to experience x 13, Annual Leave: 25 days per year + R&R system including 5 days every 10 weeks + participation to the cost of travel up to a maximum of 1000 USD. Background Terre des homes has been working in Afghanistan since 1995. It delivers three main services: Mother and Child Health, Child Protection Services through a Child Rights Consortium, and a Rural Livelihood Improvement Programme (LIPT) based in the rural northern Takhar Province.

The LIPT project’s funded by the Swiss Development Cooperation (SDC). Its global aim is to offer the rural population new and improved livelihood options. The new phase starting April 2012 should see an increased involvement of the project in two thematic areas: 1. Natural Resource Management, soil conservation and fertility, pasture rehabilitation, reforestation and water management; 2. Rural Economic Development; fruit and livestock value chain, cooperatives and women micro enterprises development, research and development of new innovative income activities.The projects works in close partnership with local partners (cooperatives, women, and farmer groups, watershed associations and water user groups. To assure long-term sustainability, the focus of the project lies in strengthening the local partners by capacity and institutional building processes.

Main responsibilities: • To improve mountain agriculture and cropping techniques for rain fed agriculture (mainly wheat), including integrated pest management and disease control • To manage natural resource including soil conservation, (contour lines, hedgerows, etc.) pasture improvement and reforestation, small scale irrigation and water use (micro-irrigation) • To develop of new and innovative income generating activities for both men and women in rural areas with a focus on winter occupations • To develop capacity and institution building with all 4 projects boundary partners: Cooperatives, Watershed Associations, Women groups and micro-enterprises, farmer and water user groups

Main duties: • To work with the Coordinator to deliver the project according to contract • To undertake desk-based research, visits and follow up of various research and pilot programmes in order to improve specific programme delivery • To identify and to assess partner organisations capable to intervene and introduce innovative approaches in selected areas of interventions • To implement and improve on-going agricultural and natural resource management activities • To initiate, promote and support local producer organisations capable to take over progressively the project activities • To develop and implement new and innovative solutions related to the main problems identified during previous project phases: poor agricultural yields, both in crops and livestock, scarce water resources, missing energy sources (firewood), and absence of off farm incomes • To interact and to strengthen with local partners, such as farmer groups, producer cooperatives and village councils • To monitor and report on above mentioned activities using the project livelihood framework and outcome mapping methodology. To adjust project implementation according to lessons learnt • To contribute to staff training and promotion • To ensure report writing as required to Tdh, SDC or others, as required by the project and the Coordinator.

Monitoring and reporting: • To monitor the success of the project in achieving its expected outcomes, taking appropriate action as necessary • To report, in consultation with Tdh’s Delegate and SDC’s representative, on the project success, as measured by expected outcomes and indicators • To prepare narrative, statistical and financial reports for Tdh and SDC as required • To demonstrate positive response to reviews, internal and external

Child Protection Policy: • To commit to respect the Child Protection Policy • To commit to ensure the best implementation possible of the Child Protection Policy in Afghanistan • To commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy

Qualification and experiences: Education: University degree in Agriculture or related fields. Language: Excellent spoken and written English. Knowledge or willingness to acquire Dari or Farsi
 Experience:
At least two years of experience conducting or participating in Natural Resource Management Programs in mountainous areas. Prior experienced of working in the Himalayas or the Hindu Kush is an advantage. Experience of management of development programmes with bi- or multilateral donors. Experience in conducting or participating in community mobilization activities in the field or water management, irrigation or Natural Resource Management; skills and experience in crop production, IPM, livestock development, pasture management, erosion control and reforestation Skills: Ability to live under difficult conditions in a remote rural area (Rustaq district, Takhar province) Strong ability to work independently, conduct project orientated research and mobilize external resources end expertise where needed Facility to mobilize and train local staff and partners, such as producer cooperatives and Watershed associations.

The post holder will maintain the highest standards of safety, doing nothing to endanger the health of any person in contact with the work of Tdh, and being proactive in ensuring a safe environment. S/he will bring to the attention of her/his line manager any issue of concern. The post holder will report to her/his line manager any threat to security, potential or real. S/he accepts that s/he is a vital part of the safety and security culture of Tdh.
