Haiti Financial Compliance Manager

PURPOSE OF POSITION:

Manage and coordinate World Vision Haiti’s Financial Compliance functions. Establish Financial Management and Internal Control Systems for World Vision Haiti’s $140 million annual budget. Coordinate Organizational Statutory and Regulatory Compliance. Establish protocols that ensure that financial and operating reports accurately reflect the condition of the business and provide reliable information necessary for operations. Oversee Organizational Asset and Resource Risk Management in consultation with Internal Audit. Coach World Vision Haiti’s staff on financial risk control procedures by which risks are identified, prioritized, monitored, and mitigated. Support the Finance & Administration Director in strategic alignment and management of resources.

KEY RESPONSIBILITIES:

Financial Management and Internal Control Systems Protect World Vision Haiti’s financial and accounting integrity. Ensure compliance with generally accepted accounting principles (GAAP) in Haiti. Ensure the public financial disclosure of World Vision Haiti is accurate, compliant and appropriate. Ensure compliance with the organization’s financial and accounting policies and procedures. Ensure the organization’s internal management control systems provide security, protect assets, and minimize risks to resources of the organization. Provide assistance, as needed, to WV internationally, on financial compliance issues.

Statutory and Regulatory Compliance

Ensure World Vision Haiti complies with statutory and regulatory requirements relating to fiscal, tax and fiduciary rules and regulations, including annual regulatory filings. Ensure cross functional application of external statutory and regulatory requirements. Safeguard relationships with statutory auditors relating to financial accounting and organizational internal control in collaboration with internal audit. Partner with internal audit to conduct financial audits, compliance reviews, and special investigations as needed.

Financial and Operating Reports

Monitor monthly financial close schedule. Ensure accounts records are reviewed with regard to accuracy and completeness. Review working capital aging accounts. Ensure regulatory reports are complete and accurate. Review World Vision Haiti bank accounts reconciliations.

Organizational Asset and Resource Risk Management

Institute policies, procedures, systems and management relating to the effective commitment, protection and application of organizational financial resources. Ensure effective and efficient systems, policies, management and procedures relating to organizational procurement and contractual commitments. Identify insurance risks and ensure adequate coverage of World Vision Haiti’s assets and resources. Ensure appropriate supplier relationships regarding quality control and cost effectiveness. Coach World Vision Haiti’s staff on financial risk control procedures by which risks are identified, prioritized, monitored, and mitigated.

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:

Bachelors Degree in Finance, Business Administration or related field Able to hire, train, equip, deploy, lead, and motivate staff to achieve core results Able to leverage key opportunities to mitigate business risks Able to work with minimum supervision Supervisory and technical expertise in business systems development, internal controls, policies, and procedures Excellent working knowledge of GAAP and government/donor regulations and requirements Able to articulate and communicate ideas well verbally and in writing Good interpersonal skills Able to work in a cross-cultural environment with a multi-national staff Balanced combination of at least twelve years Business Management experience in INGOs and for-profit business Certified Public Accountant or equivalent

PREFERRED:

Graduate degree in management or related field
