Ministry of Home and Cultural Affairs, Royal Government of Bhutan is a member of the Regional Consultative Committee on Disaster Management (RCC), which comprises of 26 countries from Asia and the Pacific region. The Asian Disaster Preparedness Center (ADPC) serves as the secretariat to the RCC, and continues to provide technical support in the implementation of its projects and programs.

Since 2004, RCC had been implementing the RCC Program on Mainstreaming Disaster Risk Reduction into Development Policy, Planning and Implementation in Asia (RCC MDRD). The program currently is in its 2nd Phase, entitled ‘Partnerships for Safe Development and Good Governance’. RCC MDRD Phase II aims to mainstream disaster risk reduction into priority sectors in RCC member countries by; Developing Guidelines and Tools; Undertaking Priority Implementation Partnerships; Advocating for Mainstreaming Disaster Risk Reduction; Developing Knowledge Management Platforms; and Building Capacity for Safe Development.

In the ongoing Phase II of the Program, ADPC is providing technical support to the Royal Government of Bhutan in undertaking a Priority Implementation Partnership (PIP) on Mainstreaming Disaster Risk Reduction into National and Local Development Planning Processes.

Duties and Responsibilities:

The Program Coordinator would be responsible for undertaking the following specific tasks:

  • Support the Department of Disaster Management (DDM) of Bhutan in carrying out and progressing with specific activities under the PIP;
  • Working under the close guidance of the DDM, the program coordinator would be responsible for collection of necessary data/information, analysis of information, consultation with all relevant organization/stakeholders and documentation of various meetings with stakeholders related to the PIP;
  • Ensure logistics arrangements for organization of events, meetings and workshops related to the PIP.
  • Under the supervision of the ADPC MDRD Program Unit in Bangkok and input from the DDM, prepare the final report of the PIP.
  • Provide assistance to ADPC in implementing any other projects in Bhutan in conjunction with DDM

Required Qualifications and Specification

  • Bhutanese National
  • Bachelors or Masters Degree (preferred) in development studies, disaster management, economics, or related subject.
  • Having 1-2 years working experience within the Bhutanese government system, preferably in the development sector, with a good understanding of issues on development
  • Experience with working in the field of disaster management and disaster risk reduction is preferable
  • Strong analytical skills as well as skills in writing and documentation;
  • Fluent in both spoken and written English
  • should be computer literate,
