Location: Toronto

Reports to: The Grants Manager reports to the Director of International Programs (Toronto, Canada) on all result areas.

Background:

War Child Canada empowers children and young people to flourish within their communities and overcome the challenges of living with, and recovering from, conflict. We have tripled the size of our operations and reach of our programs in the past four years and have ambitious plans for the future with the launch of a new strategic plan.

Over the next five years we will develop our focus on three issues that significantly shape the lives of children and young people:

1) Education: school reconstruction; teacher training; literacy; numeracy; accelerated learning; physical safe spaces for learning. 2) Access to Legal Justice: direct legal representation; training and sensitization on rights of women and children. 3) Livelihoods: vocational skills training; food security; micro-finance including small business management and small loans.

Cross-cutting themes of gender, conflict sensitivity and child protection are incorporated into the WCC project cycle. Additionally, a vital component in WCC’s international programming is the development of strong, respectful partnerships with local communities and organizations. By building sustainable projects through participatory methodologies and through building the capacity of local partners, WCC is able to ensure the delivery of appropriate and effective development projects. WCC is currently operational in Afghanistan, Sudan, Uganda, Sierra Leone, Democratic Republic of Congo, Ethiopia and Haiti.

Position summary: The Grants Manager is responsible for the management, reporting of all War Child Canada restricted revenue in accordance with contractual and internal policy requirements. This includes the complete financial grants management cycle of forecasting, disbursements, consolidation of financial data, allocations and reporting. Additionally, the Grants Manager will ensure compliance with institutional and other restricted sources of donor revenue to ensure contractual requirements are fulfilled. The Grants Manager will also develop budgets according to financial forecasts and full cost recovery principles.

Duties:

Compliance: Time: 40%

• Ensures grants are implemented in compliance with relevant donor contracts and WCC policies, regulations, established standards and allowable costs, in liaison with HQ and field staff

• Monitors and tracks all contractual obligations

Project Accounting: Time: 30%

• Responsible for the completion and timely submission of accurate financial reports for all grants including cash advance requests, budget re-allocations, deferred revenue and match funding revenue tracking

• Receives and verifies field financial information

• Works in coordination with HQ Finance to reconcile consolidated project accounts

• Manages the disbursement of financial transfers to WCC field offices, in-line with cash forecasts received from field offices

• Maintains a complete financial overview of all restricted revenue for reporting and communicating the status of grants, ensuring effective utilization of grant funding and advising management of any risks to program implementation

• Provides budget narrative as required by donors

• Monitors and tracks expenditures and cost allocations

• Records the disbursement of donor funds received directly by WCC field offices and manages the recovery of any HQ costs

Grants Administration: Time: 15%

• Responsible for contract and project database administration

• Supports HQ finance in the implementation of grant management processes

• Supports senior staff with audit management at HQ and field levels, following up on audit reports and recommendations from the donor

• Collects and review program staff time sheets

• Develops and maintains grant tracking system

New Business Development: Time: 10%

• Contributes to the development of proposals for institutional and other grant proposals at HQ and field, including Project Implementation Plan (PIP) development with WCC staff as required

• Manages existing and develops new budgetary and financial relationships with external stakeholders and partners, representing the organization in dealings with external stakeholders and funders as required

• Provides technical guidance on budget development for new grant proposals with a focus on maximizing cost recovery and aligning budgets to donor guidelines

• Assists with the identification and research of new grants

Support the Training and Capacity Building of Staff: Time: 5%

• Mentors, supports and develops the capacities of relevant staff with restricted revenue responsibilities at head office and in the field on financial monitoring, record keeping and grants management using data report formats and validation methods

• Provides technical assistance to staff as required on budget development with a focus on maximizing cost recovery and aligning budgets to donor guidelines

• Identifies and supports the training needs of WCC staff as required

Required education, experience, knowledge, skills:

Education:

• Degree in finance, accounting, business, public administration (or equivalent) and demonstrated experience working with institutional donors and grants accounting

Experience:

• Minimum 5 years of financial management experience of restricted donor revenue within an NGO, charitable or non-profit organization, preferably an international organization

• Experience in negotiating, reporting, implementing, and closing contractual obligations with government and institutional donors

Knowledge and Technical Skills:

• Technical knowledge of institutional donor rules, regulations and compliance

• Excellent financial management skills with experience of budgeting, allocations, cost control principles and GAAP

• Demonstrated ability in developing and implementing financial systems and procedures

• Knowledge of financial and accounting reporting software and systems

• Proven ability to train, support and mentor non-finance staff

• Ability to analyze financial data, with excellent analytical and problem solving skills and strong attention to detail

• Strong organizational skills including the ability to simultaneously manage multiple projects

• Willingness and ability to travel internationally to WCC’s countries of operation
