Capacity Development Associate Harare, ZIMBABWE

UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Zimbabwe. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery.

UNDP‘s management role consists in implementing grants, ensuring financial accountability, and training of national and international counterparts on programme management and financial accountability.

The Capacity Development Associate is expected to support the implementation of capacity building and institution strengthening strategies for the SRs and SSRs.

Duties and Responsibilities

Under the guidance and supervision of the Capacity Development Specialist, the Capacity Development Associate ensures the following responsibilities:

1. Administration and Implementation of Operational Strategies:

  • Support the CD Specialist and the MoH GF Grants Coordinator as required to ensure the effective leadership of the CD Plan.
  • Maintain effective partnerships with Sub Recipients, implementing partners and UNDP colleagues to exchange critical information and to ensure results are achieved as planned.
  • Support the CD Specialist and SRs in the review and re-planning of the Capacity Building Plan.

2. Project Planning, Implementation, Monitoring and Reporting:

  • Support the Capacity Development Working Group through administrative and operational support.
  • Prepare any relevant documents to support the necessary capacity development activities.
  • Liaise regularly with SRs to get updates on activities, to gain relevant supporting documentation for CD Activities and to ensure timely disbursement requests and reporting.
  • Assist in the organization of the workshops, seminars and planned events as per the requirements of the CD Plan.
  • Support preparation of any Terms of Reference and Advertisements for the recruitment of additional capacity to support implementation of the capacity development plan.

3. Knowledge Management

  • Identify, codify and disseminate best practices and lessons learned to build capacity and knowledge.
  • Ensure that the knowledge generated is thoroughly documented, shared, and disseminated with all relevant partners, in particular with the CD Working Group and Sub Recipients.

Required Skills and Experience

Degree in Business, Public Administration or any development related field. At least 5 years professional experience, which includes at least 2 years of experience in capacity development aspects. Strong IT and administrative skills. Knowledge of database packages. Experience of UN or UNDP policies and procedures highly desirable. Fluency in English with good verbal and written skills.
