Starting from fall 2010, UN Women with support of European Union has been implementing a cross-regional programme “Women Connect Across Conflicts: Building Accountability for Implementation of UN SCR 1325, 1820, 1888, 1889” that aims to enhance the capacity of Women’s human rights activists and gender equality advocates and their networks to effectively and meaningfully engage, influence, and mobilize for dialogues on security and peace issues at various levels nationally and regionally in the South Asia (Pakistan and Afghanistan), the Southern Caucasus (Georgia, Armenia, Azerbaijan) and the Central Asia / Fergana Valley (Tajikistan, Uzbekistan and Kyrgyzstan). The Programme aims to achieve four specific objectives: The first objective aims at facilitating work at national level on development of the National Action Plan (NAP) on 1325, 1820, 1888 and 1889 in at least two countries (Georgia and Pakistan) for further replication on other target countries. The second objective targets strengthening referral mechanism to provide redress for sexual and other forms of violence against Women in situations of conflict in at least one country (Georgia). The third objective focuses on incorporating gender equality principles into the internal operations of the security sector to promote zero tolerance to using sexual violence as a weapon of war in at least one country (Georgia). The fourth objective aims at mobilizing national partners at local level to engage in evidence-based dialogues and advocacy for reconciliation, tolerance building and compliance with Women’s human rights obligations in Fergana Valley (Kyrgyzstan, Uzbekistan, and Tajikistan). In order to ensure successful implementation of the programme through programmatic support to the Manager of the Programme “Women Connect Across Conflicts: Building Accountability for Implementation of UN SCR 1325, 1820, 1888, 1889”, UN Women Sub-regional office (SRO) for Eastern Europe and Central Asia (EECA) seeks a Programme Officer for this Programme. |
Duties and Responsibilities |
Programme Officer will work under direct supervision of UN Women International Programme Manager and will benefit from technical and operational support of UN Women EECA Sub regional office, Country Offices in Afghanistan and Pakistan and the Europe/Central Asia. In more specific terms, Programme Officer will be responsible for the following tasks: Programme Support , Monitoring , and Reporting - Effectively support the Programme Manager to ensure that progress is made in achieving its goal and objectives in line with the Programme Document and UN Women’s strategic plan and sub-regional strategy for EECA for 2012-2013;
- Contribute to safeguard, monitor and facilitate quality assurance of all the Cross-regional Programme’s activities as spelled out in the Programme Document;
- Help identify capacity development needs and develop adequate solutions to ensure effective implementation of the Programme, in particular in Georgia where many activities are being piloted;
- Contribute to the development of tools commissioned under the programme, with emphasis on ensuring evidence-based approaches (e.g. training materials, training workshops, tools, knowledge-sharing publications and outreach materials developed);
- Assist the programme manager to develop, implement and monitor substantive and financial work plans on a regular basis;
- Contribute to ensuring high-quality, results-oriented reporting on the programme, for internal and external audiences as required by donor and by UN Women;
- Identify opportunities for strengthening targeted Women peace activists’ effective participation in peace negotiations and confidence building activities;
- Provide assistance for women peace activities at the cross-regional level to better communicate within their networks, to share existing good experiences/practices and lessons learnt;
- Support in the selection of international and national consultants and preparation of administrative packages in line with the programme plan and UN Women rules and guidelines;
- Provide support in the elaboration of a detailed implementation plan in compliance with the Programme document;
- Develop briefs/summaries of analytical papers developed within the programme for further sharing and using for the programme related purposes;
- Provide support for the functioning of the Programme Steering Committee (PSC) at the cross-regional level and national PSC for Georgia;
- Support the day-to-day implementation of the programme activities and provide ad hoc support to individual consultants and companies to realize programme objectives in consultation with UN Women Programme Manager;
- Assist the Programme Manager in information flow, communication and coordination between UN Women SRO for EECA, UN Women Office in Georgia and UN Women offices in Afghanistan and Pakistan as needed;
- Undertake monitoring missions to programme sites as needed and advised by the Programme Manager;
- Support team members as needed and undertake programmatic and technical follow up and other duties as required to facilitate implementation of all the four objectives of the programme.
Partnership-building and Networking - Assist the Programme Manager to enhance partnership/consultation/coordination with, where appropriate, national and local state actors, national and international civil society actors, especially, Women's organizations in Georgia for more effective and coordinated implementation of the programme;
- Keep updated a mapping of main stakeholders/partners.
Communication and Advocacy - When needed, serve as spokesperson on the programme-related issues at relevant forums in close consultation with UN Women EECA SRO;
- Work in Partnership with key communications and media actors to promote the key programme messages in Georgia;
- Provide inputs to development of annual communications and advocacy plans in close consultation with the UN Women Programme Manager and Communication specialist;
- Oversee the quality and content of gender-related press and communication materials in Georgia in close consultation with the Communication Specialist.
Evaluation and Knowledge Management - Provide input for timely and quality delivery of monitoring and evaluation plans;
- Contribute to timely and proper documentation of the programme implementation in accordance with the UN WOMEN Documenting Guide;
- Contribute to develop and oversee production and wide and strategic distribution of the programme’s findings and knowledge-related publications, including selected case studies, manuals, good practices and lessons learned, etc.

Required Skills and Experience |
Education: - Advanced university degree in development related field.
Experience: - At least 5 years of experience on programming geared to support Women's empowerment and rights;
- A proven track record in monitoring results-based and rights-based national programming is required, including in-depth knowledge of results-based management approaches;
- Demonstrated knowledge of programming issues within the field of Women, peace and security, early warning, prevention and response, confidence building and conflict resolution issues, sexual violence during conflict;
- Experience writing programme documents, fundraising proposals and programme reports;
- Multi-cultural exposure.
Language Requirements: - Fluency in English, Russian and Georgian languages.
