Chief of Party--Ukraine--HIV/AIDS

Position Summary:

Pact seeks a Chief of Party (COP) for a five-year, USAID-funded project entitled improved HIV/AIDS services among Most-at-Risk Populations (MARPs) in Ukraine. The project will provide technical assistance and capacity development support to Ukrainian organizations to implement HIV/AIDS activities, with a focus on prevention; and help these entities become state-of-the-art organizations. The position is contingent upon successful award of the project. The COP will be responsible for: meeting the project’s objectives; interfacing directly with USAID; managing national staff; and developing and maintaining good working relationships with host government officials, local and international partners, local community groups, and other stakeholders.

Specific Duties and Responsibilities:

· Provide overall management and leadership of design and implementation of an HIV/AIDS services and institutional/technical capacity building program;

· Ensure rapid roll-out and supervision of field office activities. This includes hiring and management of field staff, subcontractors and consultants, detailed workplanning, technical training and mentoring of staff as required, and other standard implementation activities;

· Planning, quality assurance and supervision of program monitoring, evaluating, and reporting;

· Technical leadership and oversight of program activities

· Oversight of delivery, management, and monitoring of subgrants;

· Oversight of financial management and procurement;

· Serving as Pact liaison to USAID and partners in the field;

  • Coordination with appropriate stakeholders in all aspects of project planning, monitoring, and implementation;

Qualifications:

· Master degree in health or social sciences, or a related advanced degree relevant to the field of public health

· A minimum of 10 years’ progressive experience in designing, implementing, and managing a national, multi-disease health project in developing or middle income countries (at least 3 years in a leadership position)

· Prior Chief of Party experience is an asset

Other Qualifications:

· Demonstrated leadership and mentoring skills and experience in managing a state-of-the-art HIV/AIDS services and technical/institutional capacity building program, primarily through a technical assistance approach. Demonstrated experience in program management and administration, financial management, and award contractual compliance.

· Demonstrated experience interacting with host country governments and counterparts and international donor agencies.

· Experience working on multiple USAID or donor-funded projects. Strong knowledge of USAID policies and regulations.

· Experience in sub-award management.

· Proven experience in increasing donor commitments to a portfolio including leadership in design and marketing of future programs

· Proficiency in English is required; preference for candidates with Russian or Ukrainian language skills

· Strong financial and operational skills with ability to demonstrate initiative, self-motivation and a commitment to lead and work with a diverse team

· Experience with monitoring and evaluation and communicating best practices preferred;

Experience working on in Ukraine or Central Asia preferred.
