Job Purpose:

Primarily responsible for supporting the preparation and implementation of development communications strategies. Provides strategic support in the development of approaches for scaling up and improving effectiveness of development communication for priority projects and initiatives. Support the research, development, and production of development communication tools/materials. Support capacity building on effective development communication with stakeholders.

Expected Outcomes:

a. Development Communications

  • Supports the design, implementation, monitoring, and assessment of development communications strategies in coordination with designated international staff and operational departments/offices;
  • Supports the advancement of development communication resources and tools;
  • Supports the implementation of communication needs assessments, monitoring/evaluation, and results assessments;
  • Supports the training of staff on development communication, and the development of training materials

b. Knowledge Sharing

  • Promotes knowledge sharing and collaboration by supporting the production and dissemination of development communication knowledge products.

c. Administrative Support

  • Contributes to the smooth running of the Strategic Communications team by performing back up functions/roles, as needed.
  • Performs other duties and ad hoc assignments as may be assigned and reflected in the incumbent's work plan.

Educational Requirements:

  • Bachelor's degree in Development Communication, Social/Behavior Sciences or related fields; preferably with advanced training

Relevant Experience And Other Requirements:

Work experience
  • At least 8 years experience in communications-related fields, preferably in planning and implementing development communications strategies for development organizations

Technical knowledge

  • Knowledge and understanding of ADB, international financial institution (IFI) or other international organization development project policies and operational guidelines and procedures a plus
  • Ability to plan, coordinate, oversee, administer, and work independently, as appropriate
  • Strong analytical and reporting skills

People skills

  • Excellent oral and written communication skills to interact effectively with all levels of ADB staff and external parties
  • Ability to work closely with multi-disciplinary team and turn diverse inputs into a cohesive plan
  • Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review
  • Strong ability to develop relationships and to work with cross-functional groups
  • Excellent creative, leadership, and interpersonal skills
