International expert in institutional capacity building, local governance and public procurement – Tanzania

For the project: “Enhancement of Procurement Capacity of Local Government Authorities”

Location: Dar Es Salaam / Kurasini (Tanzania), with frequent travel to provinces Duration of contract: 5 years Starting date of the contract: 1st of March, 2012 Monthly Salary package: between 5.299,56 euro and 7.500,22 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

Project:

The ‘Enhancement of Procurement Capacity of Local Government Authorities’ project will provide support to the Tanzanian Government for improvement of procurement capacities of the Local Government Authorities (LGA’s).

  1. Measures to enhance the capacities of central institutions responsible for LGA procurement capacity building and oversight;
  2. Support to government institutions and procedures for monitoring and supervising LGA procurement performance;
  3. Measures to strengthen the ‘demand’ for better LGA procurement performance, through support to civil society and media oversight of LGA procurement;
  4. Action research to inform policy dialogue with the Tanzanian government on improvement and reform LGA procurement practices.

The project objective is to enhance procurement capacity at local government level. The project will strengthen capacities of central government oversight institutions (including the Prime Minister’s Office-Regional and Local Government department, Regional Authorities and The Public Procurement Regulatory Authority), as well as strengthening the oversight capacities of civil society.

The program will have four components:

  1. Support to PPRA and Hombolo LGTI for LGA procurement capacity building;
  2. Strengthening government systems for monitoring LGA procurement performance;
  3. Support to civil society and media oversight of LGA procurement;
  4. Action research.

The project will contribute to the policy objectives of the Government of Tanzania at different levels:

At the general development policy level, it will support Cluster 3 (Governance and Accountability) of the Tanzanian National Strategy for Growth and Reduction of Poverty, MKUKUTA II, by contributing to build capable and performing local governments, enhancing their transparency and responsiveness, and strengthening procurement performance and value for money in use of resources.

At sector level, it will support the Tanzanian Government’s ‘Decentralization by Devolution’ policy, and will contribute to the objectives of the Public Procurement Act (PPA), in particular to increase local government compliance with the PPA, improve Public Procurement Regulatory Authorities’ (PPRA’s) operational and outreach capacity, and foster PPRA partnering and networking.

The project will also contribute to achieving the Belgian Government’s strategy in Tanzania, outlined in the Indicative Development Cooperation Program (2010-2013), in which the Belgian Government reconfirmed its strong commitment to implementing MKUKUTA, and identified Local Government Reform as one of two priority sectors. The project complements the ongoing Belgian contribution to the Local Government Development Grant System (LGDGS), a basket fund to support the Local Government Reform Program, as well as building procurement capacity.

Function:

Together with the National Project Coordinator (PC), the International Expert (IE) takes a leading role in managing and coordinating the implementation of all activities under the project “Enhancement of Procurement Capacity of Local Government Authorities”.

The IE will also serve as the overall technical advisor to the project. He/she will assist the PPRA on specific technical and policy issues during project implementation.

The International Sector Expert will be based within PPRA office where the project implementation unit will be hosted.

Main duties and responsibilities: Management responsibilities: - Under the BTC Resident Representative, the IE together with the PC is responsible for the correct and timely execution of the project’s work plans. - As co-leader of the Project Implementation Unit, the IE together with the PC gives guidance to all staff involved in the execution of project activities in accordance with the Specific Agreement, Technical and Financial File (TFF), and approved work plans and cost estimates using participatory, adaptive management procedures. - Together with the PC ensure that annual and semi-annual reports are prepared according to quality standards and submitted in time to the Joint Local Partner Committee (JLPC), PPRA and BTC. - Attend the Steering committee meetings on a regular basis and provide Secretariat services to the committee. - Take the lead in developing and implementing a project monitoring and evaluation plan. - Report quarterly to BTC representative. - Supervise the preparation of financial and procurement planning and budgeted work plans.

Technical responsibilities:

  • Provide technical guidance and capacity development (on the job training) to Regional Secretariats staff to enhance their capacity to supervise and guide local governments improve on Public Procurement processes.
  • Together with the PC identify the need for in-depth technical studies, draw up consultancy terms of reference and supervise fieldwork and report preparation.
  • Establish and maintain good working relationships with project participants, counterpart agencies, donors and other relevant organizations and government agencies.
  • Share information about the project with other organizations and agencies as needed. Liaise and co-ordinate project activities with other relevant technical assistance projects and Government of Tanzania reform programmes.

Profile The profile of the preferred candidate includes:

Diploma: - Relevant and international recognised degree at masters level or equivalent (in public administration, political science, economics or other relevant field).

Experience: - Minimum of 10 years relevant experience in international capacity building, public procurement, decentralization and local government reforms ,of which at least 5 years in the region; - Minimum 8 years experience with project management (Public Procurement, Human Resources, Finance, Planning and Monitoring) in international development; - Policy analysis and dialogue in the area of governance reform, public procurement and decentralization; - Experience in facilitation of multi-stakeholder dialogue and coordination with central and local government, development partners, civil society and sector stakeholders; - Familiarity with BTC and Government of Tanzania project procedures, and in the use of partner country system will be a distinctive advantage; - Experience in results-oriented monitoring, evaluation and communication of lessons learned.

Competencies: - Facilitator skills and the ability to develop effective interpersonal relationships, - Team working skills; - Excellent communication, negotiating and report writing skills; - Excellent planning, management and organisational skills; - A high level of computer literacy, including Word, Excel, Internet, E-mail, Power Point; - Excellent written and spoken English.
