Terms of Reference for Consultant

Background and Purpose:

International Catholic Migration

Commission is implementing a 19 months project to promote access to remittances in selected rural areas of Indonesia through the formation of migrant workers’ organizations, microfinance institution and self help groups. Some of the anticipated results of the project are:

1. The existence of appropriate financial partners in migrant workers areas is determined and identified.

2. The demand of migrant workers and their families’ needs for financial support and services in targeted areas are assessed and analyzed.

3. Product design based on the needs of Migrant Workers and families is developed.

4. Families of migrant workers in the targeted areas have greater access to advice and opportunities for investment.

5. Risk faced by community members of becoming debt-ridden in order to meet cost of
migration is decreased.

6. Greater proportion of prospective migrant workers and their families from poor rural background in the targeted areas will have access to information on modalities of transferring remittances and how to receive remittances from family members working in Malaysia.

7. The implementation of product roll out is monitored and documented.

8. Lessons learned are documented.


Work Assignments:

To be able to monitor and document and evaluate the results of the action, ICMC requires a Consultant to do the following works:

1. Monitor and provide technical assistance to local partner in the implementation of the project in Lombok, West Nusa Tenggara.

2. Monitor and provide technical assistance to local partner in the implementation of the project activities in Bone, South Sulawesi.

3. Conduct the following project activities in Bone, South Sulawesi:

a. End-project survey to measure progress against the baseline established at the beginning of the project and analyzes impact of remittances sent by migrants on the recipient households.

b. Monitor of product roll out and loan portfolio.

c. Document project achievements and lessons learned.

4. Ensure timely and quality reporting on the project activities and progress on the targets met as per the set deadlines, including regular production of monthly narrative and financial project reports.

5. Produce a final evaluation report on the project to inform on its impact and effectiveness.

6. Maintain regular communication with ICMC Indonesia and the ICMC HQs in Geneva as appropriate.

7. Establish and maintain transparent and productive communications with local partner staff.

8. Represent ICMC with government authorities, financial institutions and local stakeholders as appropriate.


Estimated Duration of Contract (Dates and period):

The contract for this position is expected to be of three and half (3.5) month’s duration. The incumbent is expected can start from January 2012 up to mid April 2012.


Minimum Requirements for the Position:

1. Bachelor degree from related major with minimum 3 years of relevant experience in microfinance/livelihood/ including community mobilization.

2. Highly responsible and has good initiative.

3. Good communication skills.

4. Willing to work to serve and help marginalized people/group from any ethnic groups.

5. Able to work under pressure, multi tasking with tight deadline.

6. Has the ability to work with minimum supervision/directions.


Remuneration:

Attractive remuneration will be provided depends on experiences and qualifications of the applicants.
