Field Coordinator (M/F)

MDM has been working in the occupied Palestinian Territories since 1995. The activities are implemented in Gaza and in Nablus, and focused now on the Emergency Preparedness at health services and community levels, and on Mental Health.

MDM in Nablus: MDM has been working in Nablus since 1999. In the past years, MDM has focused on the field of mental health, enabling the establishment of a Community Mental Health Center in Nablus and a referral system with the village level (health centers / schools).

Following a needs’ assessment conducted at the beginning of 2011, new orientations have been defined for the coming 12 months, starting on 01/07/2011:

project focused on the areas specifically vulnerable to the violence linked to the presence of settlers in the West Bank (villages around the Israeli settlements)

reinforcement of the villages’ capacities to react to crisis and emergencies through training and supplies in emergency care

reinforcement of the villages’ capacities to take care of mental health issues through training of health staff including supervision of the referral system, and psychosocial support for the communities.

TASKS AND RESPONSIBILITIES:

The Field Coordinator works under the supervision of the General Coordinator, within the coordination team. S/he manages the Nablus team, and more superficially the management staff of the Nablus team (1 programme coordinator, 1 administrator / deputy field coordinator, 1 logistician).

To supervise and co-ordinate all the activities on the MDM Nablus base in the respect of people and goods’ safety, in order to guarantee the programs’ pertinence and their suitability to the strategy’s objectives.

Responsibilities:

Ensure proper implementation of activities in accordance with the project proposal, the operational plan and the MdM internal rules and procedures.

Ensure information and communication flow between the different departments in Nablus Base and between Nablus and Jerusalem Head office.

Be in charge of the coordination of the team.

Under the supervision of the general coordinator, and in collaboration with the Security Officer in Nablus and the Security Manager in Jerusalem, be in charge of security of people and assets.

Represent MDM in Nablus, Salfit and Tubas District and if needed in the West Bank (upon request from the General Coordinator).

Field and program coordination

Co-ordinate and undertake the assessment and the analysis of the general context, the problems and the needs in the West Bank (medical, political or human resources…)

Maintain the quality of the project, teams’ involvement, respect of the different steps of the project implementation.

Participate in the definition of operational plans for the project together with the program coordinator and supports operational teams as needed

Ensures proper implementation of activities in the field and respect of MDM ethics and principles as well as application of MDM agreed strategy and respect of MDM commitments.

Regularly report to the General Coordinator progress in activities implementation

Act as focal point for Nablus base for communication activities and ensure their implementation through regular coordination with the Communication Officer in Jerusalem or Amman.

Act as focal point for Nablus base for advocacy activities and ensure their implementation through regular coordination with the advocacy focal point in Jerusalem (the General Coordinator or the Advocacy Officer) and/or with the HQ.

More specifically:

1.Team management

Be the general manager of the Nablus team (around 15 persons)

Define the general organisation of the site and the organisation chart in terms of HR in coordination with the General Coordinator and the Administrative Coordinator.

Ensure briefing and follow up of teams in Nablus, including security and program briefings.

Organize regular team meetings to ensure good information flow and maintain proper communication between different departments in Nablus Base.

Support Nablus base team in daily management of the program

Participate and validate the evaluation of teams in different departments of Nablus Base

2.Base Management

Ensure the implementation of the objectives and the respect of deadlines

Supervise and support the Log and Admin departments in collaboration with the Logistic Coordinator and the Administrative Coordinator

Ensure the respect of MdM internal rules and of MdM obligations

Ensure the respect of the Palestinian Legal Environment in collaboration with the Administrator.

Supervise the administrative management of the Administrator and in particular the budget follow-up and the respect of donors’ constraints, in collaboration with the Administrative Coordinator

Contribute to the yearly budget framework and its revision and justify the budget consumption per line and anticipate any needs of budget amendments.

Coordinate the donors’ proposal and reports writing for the Nablus base (mainly ECHO)

Write the base coordination monthly report.

3.Representation

Ensure the interaction with other stakeholders (UN and NGOs) at Nablus, Salfit and Tubas level.

Ensure the regular participation of a representative of Nablus base to the most important coordination meetings in Nablus and Ramallah, including the health and nutrition cluster, and other relevant meetings related to health, settler violence, and advocacy.

Represent MdM with the district / governorate authorities

Upon request from the General Coordinator, perform these tasks at the West Bank level if needed

Promote the contacts with the media and give the association’s official positioning to his team and to the media;

Guarantor of the program(s)’ visibility and of the speeches’ coherence with the association’s positioning.

4.Security

Monitor the security situation in Nablus and report to the General Coordinator and the Security Manager.

Analyze and anticipates security evolution and report to General Coordinator and the Security Manager.

Link with Nablus stakeholders in regards with security issues

Ensure respect of security rules by the expat and national team in Nablus Base.

Manage and report on security incidents if any

Location: Nablus

Experience required:

Experience in supervision and team management

Excellent communication skills

Experience in health project management

Field experience under potentially hazardous safety conditions

Experience in security management

Languanges required:

Fluent English (oral and written) mandatory

French and/or Arabic an asset

Qualities required:

Ability to classify and to manage priorities

Organisational skills, rigor

Excellent knowledge of Windows environment (Word, Excel, Outlook...)

Listening and diplomacy skills

Reactivity, anticipation, adaptability, capacity to take initiatives

Knowledge of ECHO rules and guidelines is an asset

Knowledge of the occupied Palestinian territories, the Middle East and/or the Muslim world is an asset

Duration: 6 to 9 months months (renewable)
