MANAGEMENT ACCOUNTANT

The Successful candidate will be a member of the Finance Department reporting to the Chief Accountant. The management accountant shall participate in management decision making, devising planning and performance management systems and providing expertise in financial reporting and control to assist management in the formulation and implementation of FINCA Tanzania’s strategy.

He will prepare the company budget, constantly monitor and control the budget performance in with FINCA’s Accounting policies and procedures.

Assist in preparation and review of the company strategic plans and constantly advise management on these plans.

Manage and Implement the costing system in the finance function in line with the Accounting policies and procedures.

Assist to prepare financial projections, control and monitor all the company’s products in line with the Accounting policies and procedure.

Prepare timely and accurate reports in line with the accounting policies.

Financial Statements preparation and preparation of management reports as required by FINCA Tanzania management, board, external parties and FINCA International.

Ideal Profile

A University degree preferably in Commerce and Accounting (B.Com), Business Administration (B.B.A) or Banking. The candidate must hold a CPA/ACCA qualification.

The candidate must possess good report writing and analytical skills.

Proficiency in excel and computerized accounting packages is a must.

The candidate must have at least 3 years working experience in a similar accounting supervisory role.

Internal Audit Senior.
The successful candidate will report to the Affiliate Internal Audit Manager and will supervise the specific audit procedures including setting standards, observing practice, assisting with analysis and communication of findings. He will provide supervision and support for monitoring, review and capacity building processes in accordance with the FINCA International Internal Audit directives, Affiliate Audit Committee and Local Internal Audit Standard Operating Procedures.

He will supervise the auditors and trainees and carry out FINCA Tanzania internal audit workplans.
Supervise and ensure the referral of matters and issues which arise from observations are followed up according to the Internal Audit Protocols on a timely basis

For each audit performed he will agree or ensure that agreement has been reached with managers or other audited parties and the standards that will be used.

He will contribute to the draft reports and summarize issues that are prepared by the audit manager .
Supervise implementation of monitoring and review activities that ensure compliance.

As directed, participate in emergency reviews and investigations in accordance with the FINCA Tanzania review guidelines.

Collect, documents and submit observations concerning fraud to the Affiliate

Internal Audit Manager.
Conduct and supervise procedures as part of risk management audits as require

Ideal Profile

A Bachelor’s degree in Accounting, Finance, Business Administration or equivalent
Membership to Accounting/Auditing Body e.g. Tanzania National Board of Accountants and Auditors, ACCA, CPA or CIA is an asset
Three years of increasingly responsible audit experience (Team leader)
Experience in working with Audit Committees or other compliance assurance bodies, developing audit plans, audit programs and scope memos, managing audit teams, writing internal audit reports, risk based audits, micro credit programs and/or banking operation

Proficiency in Excel and word.

The Branch Manager is a senior member of the Operation Department. As such, s/he participates actively in regular Branch Manager’s management meetings with the Chief Operations Officer, and leads meetings at the Branch office. As senior manager in charge of a Branch office, s/he is responsible for all aspects of the Branch office’s loan delivery and customer service and processes, Human Resources Management, plans, and controls as well as the to oversee the overall security of the region.
Role: To design and supervise the implementation of the Branch business plans in line with the organisational objectives.
1) Key Responsibility Areas
To Plan, Monitor and implement the disbursement processes as per set disbursement standards mainly focusing on quick service delivery and efficiency.
Plan and Monitor portfolio growth, quality and outreach as per Branch targets.
Compile, Analyze and provide weekly, monthly and quarterly reports to the Head Office as per Branch reporting requirements.

To Monitor and evaluate the work of the Supervisors as per the Human Resource Manual.
To monitor and implement staff adherence to policies and procedures in line with the credit, savings and Human Resource Manuals.
To Identify, assess, monitor and respond to customer concerns through use of the Standard customer care survey tools.

To carry out administrative roles with regard to operational activities as per set administrative policies and procedures.
2) Major Activities:

Maintain and promote the image of FINCA Tanzania.
Expand and increase the clientele base and business volume of the Branch office.
Supervise the day-to-day operations of the Branch office.
Supervise and effect quality service delivery within the Branch with minimum turn around time.

Mentor and manage staff in accordance to the policies and procedures.
Ensure all controls are adhered to at the Branch office.

Check all village bank inaugurations and disbursements to ensure that regulations and requirements are adhered to in processing and disbursement of loans.
Increase the organizations profitability by maintaining a high portfolio quality and ensuring that all loans are recovered.

3) Qualifications
A University Degree preferably in Commerce and Management (B.Com), Business Administration (BBA) or Banking. MBA is an added advantage.

At least 3 years Credit Supervisor or Accountant work experience in a recognized Micro Finance Institution or Commercial Bank.

Ability to manage and motivate staff.
A sound knowledge of Micro Finance, principles and practices of banking.
Computer Literacy
4) Key Responsibilities
Internally – with all staff at the Branch office on the day-to-day operations relating to managing, advising and motivating them.
Internally – with all staff at the head office and other Branch offices.
Externally – with customers on a day-to-day basis relating to quality of services and effecting payments, company Legal Counsel for legal advice and commercial banks to ensure FINCA Tanzania and its customers are getting a good service.

DELIVERY CHANNEL MANAGER
The successful candidate will be a member of the Operations Department and will ensure development and integration of all delivery channels for all products and services . He/ she will actively identify and implement opportunities for migration of customers to alternative and lower cost channels. He/she will be responsible for monitoring and management of service level agreements with internal and external service providers.Develop and integrate alternative delivery channels for FINCA Tanzania products and services,

Identify and implement innovations for servicing customers through branchless banking, using both fixed and mobile technologies (ATMs, POS, mobile phones),
Ensure that financial viability and a positive customer experience are achieved in the new channels,

Establish and monitor servicing relationships with internal and external parties, including back- and front-office staff, agents, networks, and other service-providers,

Manage the delivery channel as a business, focusing on income and costs, working closely with other units in order to drive growth in outreach and sales.
Ideal Profile

A degree in relevant field of banking, business and finance
3 years previous senior-level experience in banking or payment systems
Commercial orientation and strategic planning experience,
Operation of alternative delivery channels experience,
Sales and marketing experience,
Ability to work with cross-functional teams,
Ability to operate in remote environments,
Active role in the development and implementation of Alternative Delivery Channels,
Familiarity with microfinance (preferred, not required),
Written and spoken fluency in English and Kiswahili

CHIEF ACCOUNTANT
The successful candidate will be a senior member of the finance and administration department and will head the finance function reporting directly to the Chief Finance Officer.

He will ensure preparation and fair presentation of accounting records and financial statements in accordance with IFRS and legislations

Ensure accuracy of financial statements and compliance with internal procedures and policies

Prepare period tax and statutory withholding returns

Evaluate and improve work processes to improve the efficiency, quality and reliability

Supervise the accounting function and at the head office in preparation, recording, maintenance and reconciliation of financial transactions.

Oversee, evaluate and improve the branch accounting work processes to improve the efficiency, quality and reliability

Manage accounts payables and receivables balances of the company

Lead and manage internal and external audit processes of the company

Ensure financial statement balances are reconciled to daily cash in vault balances and company’s liquid assets are periodically reconciled.

Supervise and ensure accurate and timely financial reports are availed to FINCA Tanzania management, board and other stake holders.

Ideal Profile
A University degree preferably in Commerce and Accounting (B.Com), Business Administration (B.B.A) or Banking. The candidate must hold a CPA/ACCA qualification.

The candidate must have at least 5 years working experience in a similar role (preferably in a banking and finance industry).

Knowledge of IFRS, tax legislations and micro finance legislation.

Proficiency in Excel and computerized accounting packages is a must.

Administration Manager

The successful candidate will ensure efficient day-to-day administrative operations of FINCA Tanzania and work closely with Business Development and Systems Manager to provide administrative support in the area of asset maintenance and procurement. He/ she will be in charge of maintaining in good condition all the FINCA Tanzania premises and resources. He / she will mobilize and safeguard the Company’s physical and financial resources and prepare reports for management in accordance with FINCA Tanzania’s Administrative policies and procedures.
Procuring assets of the institution in accordance with Administrative policies and procedures manual.

Surveying and recommending office premises for the institution’s offices as per set out guidelines.

Facilitation of all offices with utilities essential for the day-to-day operations of the organization in line with FINCA Tanzania’s policies.
Providing and monitoring of security at all office locations and assets in line with company policies.

Mobilizing service providers, safeguard and maintain company property and equipment in line with company policies.

Assessing risks and liaise with insurance companies to safeguard against losses in line with insurance and FINCA Tanzania policies.

Ideal Profile
A Business Degree and postgraduate qualification in procurement is an added advantage. Professional procurement qualification such as CPSP is a must.
Five years experience in the same role in a large company.

LEGAL OFFICER

The In-house legal counsel (ILC) will be responsible for reviewing and preparing contracts and other corporate and legal documents, analyzing the tax consequences of the operations and transactions in which the subsidiary participates, representing the subsidiary before the regulator, competent courts and other authorities as well as ensuring compliance with labor and employment obligations. In addition, the ILC will be responsible for identifying legal risks associated with the operations of the subsidiary and proposing mechanisms for mitigating such risks and also act as secretary to the Board. The ILC will work and provide legal advice on a wide range of corporate and credit matters, including (but not limited to):

Corporate compliance with local laws and regulations, including applicable banking regulations, corporate, tax, accounting, and labor matters,

Legal support in all aspects of the subsidiary’s credit operations, including preparing and negotiating loan and security documents, managing foreclosure proceedings, and all litigations,

Legal support in structuring and monitoring financing agreements with local and international lenders,

Legal support in managing transformation of the institution into a microfinance deposit taking institution

Maintenance of corporate minutes book, contracts and records.

Ideal profile:
Law degree from a leading university in Tanzania, Masters degree in law is an added advantage.

Admitted advocate of the High court of Tanzania.

Minimum of 5 years of experience in corporate, tax, commercial, finance/banking law, litigation

Experience in people management
Experience with credit/financing operations, loan and security structuring, foreclosure proceedings; litigations experience is required (experience with commercial banks preferred),

Experience in labor law preferred,

Experience with cross-border financing transactions,

Capacity to work under time pressure,

Ability to operate sensitively in multicultural environment and develop effective working relations with colleagues and clients,

Excellent interpersonal skills,

Passion for FINCA’s social mission,

Fluency in English including a demonstrated skill to draft and negotiate contracts in English.
