Government Integrated Financial Management Information System (GIFMIS) Adviser

We are managing the AusAID funded Philippines-Australia Public Financial Management Program (PFMP), which is a joint initiative of the Governments of Australia and the Philippines to improve the efficiency, accountability and transparency in the use of public funds in the Philippines to enable better service delivery. The program directly assists the national government to implement its comprehensive PFM reform agenda that is laid out in the Philippine Public Financial Management Reform Roadmap: Towards Improved Accountability and Transparency. A Program Management Office (PMO) is being established to provide the overall management, monitoring and evaluation of the implementation of the PFM reforms. We are seeking expressions of interest for the PMO position of Government Integrated Financial Management Information System (GIFMIS) Adviser.

As the GIFMIS Adviser, you will provide technical assistance to the national government GIFMIS Project Implementation Unit (PIU) to design, build and implement the proposed integrated and automated systems solutions for financial management in the Philippines. In carrying out this role, the GIFMIS Adviser will work closely with the counterparts in national government agencies to prepare the project plans for the physical development of a working GIFMIS that can collect and organise financial information in a central database.

You should have extensive international experience working in a FMIS project environment including in accounting, procurement, information technologies and other related areas. You should have advanced understanding of FMIS design, functionality, implementation, usage and change management impacts in an international environment, in particular in an emerging economy/developing country context. You should also have strong interpersonal and communication skills, including excellent report-writing, in order to convey concepts clearly and to understand and meet the needs of a range of stakeholders are also required.
