Grants Manager for Iraq, oPt and Jordan

OVERALL OBJECTIVE

The Grants Manager will be responsible for ensuring efficient grants management for Iraq, Occupied Palestinian Territories (oPt) and Jordan, but with a primary focus on the Iraq programme. The position will link closely with the programme and operation team members in the country field offices will be overall supervised by the Country Director for Iraq/oPt/Jordan and will be closely supported by the Regional Development and Quality Advisor.

BACKGROUND

The Danish Refugee Council (DRC) has been operating in the Middle East and North Africa for a decade, running a combination of livelihood, protection, advocacy and relief programmes. DRC has seven programme offices throughout Iraq, Lebanon, Syria and a country office/regional office in Amman, Jordan. Currently DRC is in the process of opening other country offices in oPt.

DRC started working in Iraq in 2003 and is currently operating a programme covering the entire country, involving around 150 national staff and 10 internationals staff.

DRC was among the first agencies to begin operations in Iraq following the collapse of the previous regime in 2003 and ensured a rapid-start-up to respond to the humanitarian needs. The first projects were implemented in Diyala (Central Iraq) as of May 2003 followed by projects in Basra (Southern Iraq) in 2004. In September 2007, DRC took over the activities of Ockenden International in three south central governorates (Kerbala, Missan and Wassit). In 2008, activities were started in the Kurdish areas (Erbil, Dohuk & Sulaimanyah) as well as in Thi Qar, Babylon and Kirkuk.

The Iraq programme has developed over the last years from a programme focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood (Early Economic Recovery), Shelters, Education/WASH and Capacity Building.

DUTIES

• Under the auspices of the Country Director and the Regional Development and Quality Advisor keep track of and coordinate reporting requirements to donors, as stipulated in the various donor contracts.

• Maintain the grants and report tracking system to ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring. Maintain grants and sub-grant management system, including grant files, project and financial reporting documentation, and monitoring systems and tools to ensure sub-grant compliance.

• Undertake training for programme and operation staff at country office and field office level on grants management related issues.

• Manage all internal and external reporting (including programme reports), ensuring high-quality, well-written and timely reports meeting donor and DRC requirements, with support from the country directors and programme managers/ coordinators.

• Consolidate monthly internal programme progress reports based on input from programme managers, including tracking progress on programme indicators and reporting on key programme highlights/issues.

• Support in drafting quality donor proposals and other grant documentation designed in collaboration with programme staff and technical advisors, ensuring that DRC’s programme handbook guidelines are incorporated into proposals and projects.

QUALIFICATIONS

• Minimum a Bachelor’s degree in international relations or other relevant field; Masters preferred

• 3 – 5 years of INGO field experience in a similar position: grant management, proposal development (programme narratives and budgets) and donor reporting.

• Knowledge of UN (UNHCR/UNDP/UNICEF/WHO), US (USAID/OFDA) and EU (ECHO/EC), etc., donor regulations, procedures and requirements

• Proven experience of raising funds from USAID, ECHO, DFID, EU, UN, private donors, multilateral agencies, etc.

• Proven ability to develop winning proposals to public and private-sector donors

• Excellent written and spoken English essential

• Excellent organisational skills, ability to determine priorities and attention to detail a must

• Ability to work in a multicultural context as a flexible and respectful team player

• Willingness to travel to the field as and when needed

• High level of knowledge and practice with Word, Excel, Outlook, etc. required

• Work in a multisectoral/ multicultural team- patience, cultural sensitivity and application of contextual understanding in day to day work

• Ability to work with tight deadlines for proposal development/ information needs

CONDITIONS

Availability: 15. January 2012

Duty station: Amman, but, with extensive travel throughout the region.

Contract: One year with possibility of extension, subject to funding.

Salary and other conditions in accordance with the Danish Refugee Council’s MENA Terms of Employment for Locally Recruited Expatriates (available on request). The position will be placed at salary level B1.
