Haiti COMMUNITY DEVELOPMENT DELEGATE-DISASTER RISK REDUCTION

Eighteen months after the earthquake, the keynote of IFRC recovery programs is the implementation of an Integrated Neighbourhood Approach (INA). This is an holistic strategy which encourages integration of key programmes in targeted neighbourhoods. The goal is to increase access to sustained basic services and improved infrastructure through proven participatory techniques designed to increase community ownership. It is a broad strategy adopted by the membership in Haiti to facilitate the initiative of camp to community. IFRC will implement the INA through the integration and joint management of key services in targeted neighbourhoods. In addition to direct implementation of key services like shelter and housing, water and sanitation, livelihoods support, community health, infrastructure and risk reduction, IFRC will provide support services to the membership to enable them to meet INA related objectives.

Purpose of position:

The Community Development Delegate will work within the Integrated Neighbourhood Approach with the goal of developing and further refining the community engagement process. This role is integral to the successful implementation of the INA program which relies heavily on ensuring we have sufficient buy in from the selected community and with a strong level participation where possible.

In addition to the community development aspect with a specific focus on Disaster Risk Reduction we are looking for people with a variety of skills in the areas of hygiene promotion, health messaging, and livelihoods and or a mixture of all, as we move forward and further develop a fully integrated approach to reconstruction and rehabilitation of selected areas within Port au Prince.

Description of Duties:

Operational Support

Work with selected community to identify vulnerabilities within the community and develop their capacity to deal with such risks. In addition the community development delegate will work closely with the technical team to ensure appropriate solutions are being proposed.

Implement DPDRR activities in line with the HRC strategy, including initial contact schedule and conduct meetings with beneficiaries.

Conduct field inspections, monitor and evaluate program progress.

Work to ensure that all programs undertaken include priority cross cutting issues such as protection of vulnerable groups, environment, disaster risk reduction, and ensuring that projects are in line with the humanitarian principle of 'do no harm'.

Develop and manage national staff team of community mobilisers and ensure, with the others community Development Delegate that, all staff have been trained in area's such as PHAST, VCA, CBFHA and other community participatory approaches within community development.

Experience in effectively dealing with international and headquarters staff, as well as government officials, other NGOs and proven ability to work with a broad spectrum of diverse people.

Ability to exercise sound judgment and make decisions independently.

Extremely flexible, and have the ability to cope with stressful situations and frustrations.

Ability to relate to and motivate staff effectively.

Creativity and the ability to work with limited resources.

Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods).

Strong writing and presentation skills.

Manage staff as per operational needs and requirements.

Develop and maintain positive and progressive working relationships with the Haiti Red Cross, other National Societies, national and local authorities and international and national organization to share information.

Required Qualifications

Education:

Degree in social sciences, economics, international studies and/or equivalent experience in the field of community development

Degree or similar professional qualification in Disaster Risk Reduction /Disaster Risk Management - Preferred

Basic Delegates Training Course or equivalent knowledge - Preferred

Experience:

5 years of professional experience in community development

Five years experience in disaster preparedness and risk reduction programming (Red Cross/Red Crescent Movement or other organizations). - Preferred

Project cycle management experience as the project leader

Experience in managing and supporting staff

Experience in working for Red Cross/Red Crescent Movement - Preferred

Experience of working for a humanitarian aid organization in a developing country

Experience in working in both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups

Skills:

An excellent understanding of participatory methodologies and tools and their application.

Appropriate skills and experience in the capacity building and training of national staff

Proven ability to develop and lead a team

Self-supporting in computers (Windows, spreadsheets, word-processing)

Languages:

Advanced level of English

Intermediate level of French
