Haiti Director of Finance & Administration

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The Government of the Republic of Haiti, through the Haiti Reconstruction Fund and a grant from United States government (administered by the World Bank) is financing the reconstruction project of poor neighborhoods of Port-au-Prince through the (Pwojè Rekonstriksyon Katye Defavorize (PREKAD) agency. The purpose of PREKAD is to allow as many people affected by the earthquake of January 12, 2010 to return home in conditions of safety and comfort equipment acceptable. The program will complete in the districts selected for the proposed clearing of debris, repair and / or reconstruction of destroyed housing, improving conditions of service for infrastructure, and implementation of systems coaching, advice and support to the people.

PRIMARY PURPOSE OF POSITION The American Refugee Committee (ARC) is seeking a Director of Finance and Administration for an anticipated project in Port-au-Prince, Haiti.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

The Director will be responsible for: • All financial reporting, procuring, and budgeting for the project. • Overseeing and ensure the integrity of all contractual relationships between ARC, implementing partners, and partner financial institutions. • Monitor the project budget. • Working closely with key personnel to implement and maintain financial management policies, systems, structures, and procedures for the project. • Supervise work of the program-related finance staff to include tracking and monitoring of procurements and expenditures. • Assist project officers in ensuring compliance with procurements and field accounting policies and procedures, compliance with donor agreement and audit requirements. • Work on project implementation planning and cash flow projections. • Prepare and ensure financial records and backup documentation are ready for internal and external audits. • Works closely with HQ finance team and internal and external auditors.

QUALIFICATIONS • Masters Degree in Finance, Accounting, Business or related field. • Minimum seven (7) years of international experience in financial and accounting management for an international NGO, preferably in conflict and post-conflict settings. • Experience working with international donor financial compliance, grant, and contract regulations. • Demonstrated ability to manage finances for a complex program in a challenging environment. • Demonstrable accounting skills to lead the finance, accounting, and internal audit teams. • Strong interpersonal skills and ability to work with varied stakeholders. • Strong computer skills in Microsoft software products: Excel, Word, outlook etc and accounting software. Serenic or Sun experience strongly preferred. • Fluency in English and French required; Haitian Creole preferred.
