Haiti Community Mobilization Manager (Shelter Project)

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The Government of the Republic of Haiti, through the Haiti Reconstruction Fund and a grant from United States government (administered by the World Bank) is financing the reconstruction project of poor neighborhoods of Port-au-Prince through the (Pwojè Rekonstriksyon Katye Defavorize (PREKAD) agency. The purpose of PREKAD is to allow as many people affected by the earthquake of January 12, 2010 to return home in conditions of safety and comfort equipment acceptable. The program will complete in the districts selected for the proposed clearing of debris, repair and / or reconstruction of destroyed housing, improving conditions of service for infrastructure, and implementation of systems coaching, advice and support to the people.

PRIMARY PURPOSE OF POSITION The American Refugee Committee (ARC) is seeking a Community Mobilization Manager (CMM) for activities under this award. Community mobilization is a critical element to the ARC approach, and the CMM will be responsible for developing communication materials, promoting the program and passing messages to local communities.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

• Develop a specific rationale for the project implementation areas and communicate it in clear terms to the stakeholders. • Meet with community leaders on an ongoing basis to explain project work plan and build buy-in for project outcomes. This will include conducting workshops with homeowners. • Develop and execute Memorandums of Understanding (MOUs) between the ARC PREKAD team and community leaders. • Manage the community mobilization team(s) as they present the project to beneficiaries. • Serve as a liaison with the Mortgage Officer to facilitate clear communication around new home financing to beneficiaries.

QUALIFICATIONS • Minimum 7 years international experience in related work; 3 years of which shall have been in a managerial position for an international NGO in conflict and post-conflict settings. • Experience implementing shelter/construction projects in complex emergency or post-conflict settings.
• Undergraduate degree required; Masters degree preferred. • Excellent interpersonal and team skills. • Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities. • Highly motivated self-starter who takes direction well, but also works independently. • Extremely flexible with the ability to cope with stressful situations. • Strong computer skills in Microsoft software products: Excel, Word, Outlook etc. • Fluency in English and French required; Haitian Creole preferred.
