Haiti Community Health Delegate - Leogane

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, providing assistance without discrimination as to nationality, race, religious beliefs, class or political opinions. The IFRC carries out relief operations to assist victims of disasters, and combines this with development work to strengthen the capacities of its member National Societies. The IFRC's work focuses on four core areas: promoting humanitarian values, disaster response, disaster preparedness, and health and community care.

The Community Health Delegate is responsible to support the Haitian Red Cross (HRC) Health staff and IFRC national staff and develop the Community Health Programme with the IFRC Health Project Manager. The Delegate must ensure health problems and risks in the communities, contribute to capacity building and tools development, establish coordination and implementation using Community Based Health and First Aids (CBHFA) with emphasis on integrated public health approach including component of the Federation Wide Strategies in Haiti.

Description of Duties:

Work closely with the National Society at all levels while assisting National Society staff and volunteers to effectively implement a community based health programme.

Provide technical assistance to the IFRC/HRC National staff to develop and implement the CBHFA activities in Leogane, in a technically appropriate manner.

Provide managerial and supervisory assistance to the IFRC/HRC National staff, provide training and professional development opportunities, as well as regular evaluation including regular field visits and monitoring activities.

Ensure that policies and procedures are followed, that goals and objectives are met and that CBHFA activities in Leogane are accomplished efficiently and effectively and oversee financial well-being of the programme by analysing cost effectiveness and ensure accountability.

Work closely and coordinate with other health and water /sanitation delegates to ensure a harmonised approach to community health and transition from emergency response to longer term programming.

Promote and contribute to standardisation and best practices in CBHFA programmatic areas following the Haitian context and IFRC CBHFA guidelines.

Ensure plan of activities and carry out together with the IFRC and HRC staff .

Oversee and assist in monitoring and evaluating activities included in the programme, ensure that the programme is being implemented according to the goals, objectives and outcomes of the programme logical framework and monitoring and evaluation plan.

Lead needs assessment initiatives. Provide guidance and assistance in compiling programme reports and feedback to the IFRC and National Society if necessary.

Liaise with the movement partners and other actors in the field such as PNSs, international and national consultants, NGOs, Civil Society groups, UN agencies, governmental institutions, ect. While ensuring a harmonised approached to programming.

Contribute to Health team strategic planning and reviews. Ensure that value-added cross-cutting themes are sufficiently incorporated into the programme design and implementation.

Support trainings and workshops using CBHFA training materials.

Prepare monthly reports regularly and timely, accurate data collection as indicators and analysis them and narrative reports which are instructed for the Federation.

Carry out any other duties as assigned. - managing the stock of materials and producing requisitions in reasonable time lead - management of field equipment, resources and assigned assets.

Participate and be involved in relief operations if requested.

Education:

Basic Delegates Training Course or equivalent knowledge Master degree or equivalent in relevant area

Languages;

English Berlitz level 7 French Berlitz level 5

Experience:

Minimum of 2 years of experience with community health programme in a developing country. Technical knowledge and experience in the implementation of participatory approach and methods, using community based approach. Experience of working for a humanitarian organisation and/or the Red Cross/Red Crescent Movement Experience in working in both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups Experience of project planning & budgeting, supervision and management to include monitoring and evaluation Experience of producing narrative reports

Skills: Self-supporting in computers (Windows, spreadsheets, Word processing, Excel processing, Power Point) Valid international driving licence (manual gears) Skills in training and developing staff and adult education Experience in liaison and networking.
