ICAP Country Director - Tanzania

ICAP- Columbia University, at the Mailman School of Public Health is seeking an experienced international public health professional who will guide program administration, technical implementation and fiscal management. The Country Director - Tanzania will supervise a team of individuals providing technical assistance in the implementation and evaluation of the programs; oversee program operations and reporting, including compliance with donor regulations/procedures, local policies and laws; ensure monitoring, evaluation and regular reports on program activities to donors and the central office. The Country Director will also establish and maintain an excellent working relationship with counterparts within the Ministry of Health and other local /organizations to ensure effective coordination and to support national programs.

DUTIES AND RESPONSIBILITIES

  • Supervise program staff to ensure effective program delivery.
  • Supervise administrative staff to ensure efficient office function and support for programs and program sites.
  • Oversee program planning, monitoring and evaluation, and to ensure that measurable outcomes are attained.
  • Ensure clear communication with donors and with the New York ICAP office.
  • Plan and manage program budgets.
  • Prepare regular reports on program activities for donors and the New York ICAP office.
  • Communicate regularly with MOH/National AIDS Control Program partners.
  • Represent Columbia University in meetings with government officials, donors and partner organizations.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • MD, PhD, MPH, or other relevant advanced degree.
  • Requires a minimum of 8 years of related experience with at least 5+ years' experience in health programs management in sub-Saharan Africa.
  • Experience supervising international and national staff.
  • Proven success in ensuring high-quality program outcomes in developing country settings.
  • Extensive experience in HIV/AIDS program management.
  • Demonstrated experience overseeing research studies, basic program evaluations and/or public health evaluations.
  • Proven ability to develop budgets and actively monitor and manage spending.
  • Strong organizational, diplomatic, and written and oral communications skills.

PREFERRED QUALIFICATIONS

  • Experience working in collaboration with local government partners.
  • Experience working with U.S. government or other bilateral donors, especially Centers for Disease Control.
  • Experience within the sub-Saharan health sector.

TRAVEL REQUIREMENTS

The Country Director will be based in Tanzania and will be expected to regularly travel in-country. In addition, there will be 3 to 5 international trips per year requiring overnight travel.
