Planning, Monitoring, Evaluation and Reporting Manager

The ISS is offering an exciting new opportunity for those wishing to apply their professional experience in monitoring and evaluation at a cutting-edge, pan African organisation. This position will also allow the incumbent to further develop their skills as the ISS implements its new strategy until 2015

Job Purpose: To facilitate the ongoing development of results-focused planning, monitoring, evaluation and reporting processes and competencies across all ISS offices.

The PMER Manager will

  • Facilitate the development, implementation and ongoing enhancement on an outcomes-based planning, monitoring, evaluation and reporting (PMER) system for the ISS
  • Develop current methods and systems for monitoring and evaluation (M&E) of Divisions’ outcomes and impact
  • Maintain and develop the ISS output monitoring system
  • Design and facilitate developmental planning, review and evaluation processes that result in organizational, divisional and project learning and improvement
  • Support programmes in contracting external evaluations and other specialist PMER assistance
  • Facilitate PMER capacity building in ISS divisions and projects through the provision of training, coaching and action learning processes
  • Facilitate inter-divisional and inter-organisational learning, including with ISS client-partners.
  • Report to the management committee of the Institute on the Group’s progress on PMER

Minimum requirements

  • A masters degree in social sciences or a related field
  • Ability to manage multiple processes and projects
  • At least 3 years experience in a similar position and good knowledge of African socio-political developments
  • Professional experience in using the logical framework approach and a range of planning and survey methods
  • Strong conceptual and excellent English writing skills
  • Demonstrated management and organisational skills
  • Excellent communication and interactive skills.

Salary: Commensurate with the Institute’s internal salary structure.
