Jordan DRC MENA Regional Director

OVERALL OBJECTIVE

The Danish Refugee Council (DRC) has been operating in the Middle East and North Africa (MENA) for almost a decade, running a combination of livelihood, protection, education, shelter, advocacy and relief programmes with a particular focus on Iraqi displacement. DRC has six programme offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, oPt and a country office/regional office in Amman, Jordan.

The complexity of multi inter-relations between policies, cultures, religions and displacement between countries of the Middle East and North Africa region calls for a regionalisation of the DRC programming in MENA around displacements. Also, it calls for establishing contingency and expertise capacities along the numerous displacements axes. The DRC MENA regional approach is, among others, expected to:

• Facilitate cross border planning, information sharing and programming

• Ensure continuous and regular dialog between the country programmes in the region

• Facilitate exchange of knowledge, sector expertise and human resources

• Facilitate a coherent sector/programming approach

• Facilitate a coherent protection approach

• Strengthen quality and DRC/donor compliances

• Ensure DRC MENA visibilities

To drive the implementation of a regional structure in MENA, DRC is seeking a Regional Director, who is capable and ready to both internally and externally lead the process as well as coordinate the various initiatives between country programmes, Country Directors, Middle Management, regional staff, national staff and HQ.

BACKGROUND

Globally, DRC is working with refugees in Denmark and abroad to protect and promote durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. DRC was established in 1956 and has been working with the Iraqi displacement in Denmark since 1980s and internationally since 2003.

As mentioned, DRC also has an established presence in the Middle East. The Iraq operation started in 2003, Lebanon in 2004, Syria during 2007-08, oPt in 2011 and Tunisia/Libya in 2011. For populations affected by displacement, DRC’s goal and exit strategy is to ensure (as much as is feasible) that duty-bearers have the capacity to meet the needs of the rights-holders. Due to the complexity and continued high level of volatility related to most instances of displacement, the focus on development and strengthening institutional capacities is promoted parallel to alleviating pockets of immediate subsistence needs among the most vulnerable displaced population as well as strengthening self-reliance capacities and livelihoods among displacement affected communities.

DUTIES

Coordination

• Ensuring that all 6 country programmes, currently constituting the DRC MENA region, are on board and in line with DRC regional strategies through facilitation of regular regional meetings and discussions with key staff from all DRC MENA countries.

• Prepare for, facilitate and participate in ensuring cross border programming where possible and relevant.

• Maintain an updated “early warning” system for the region, and coordinate new emergency responses outside of the current Country Programmes.

Management

• Direct manager of all regional expatriate advisors and national staff at the Regional Office. This entrains coaching, ensuring coordination of advisors between country programmes, recruitment and development of staff.

Strategic programme development

• Play a key role in developing policies and new concepts as well as mainstreaming concepts for DRC in the region.

• Ensuring that DRC Country Programmes are guided by a consistent and updated regional strategic framework that promotes a right based approach to displacement challenges in the region.

• In coordination with Country Teams, lead the process of adapting DRC’s global strategic focuses into the regional and national programming.

Quality compliance

• Ensuring a coherent application by Country Programmes of procedures and requirements as set out in the DRC Programme handbook, as well as strategic quality related commitments such as HAP, Code of Conduct and donor compliance.

Fundraising

• Develop and facilitate regional fundraising as well as exploring new donors. Supporting HQ and Country Directors in fundraising and interacting with DRC Key partners, both in the region as well as outside of the region. Further, support Country Programmes in ensuring high quality donor and stakeholder relations and compliance.

Representation and visibility

• Responsible for DRC MENA visibility and Regional representation of the DRC MENA and Country Programmes and strengthening DRC visibility via production and distribution of the DRC Regional Newsletter, marketing and the web.

Finance and administration

• Provide overall budget monitoring for the regional budget, financial management and expenses control including reporting to HQ as required.

Security

• Overall responsible for security in the region by ensuring adherence to security procedures, monitoring the development of the regional security situation, analysing and providing recommendations in close coordination with Country Directors, country security staff and HQ.

QUALIFICATIONS

The qualified candidate is a strong and visible manager with proven team building skills. Qualified applicants have experience in operating in a very volatile security environment, have extensive management and coordination experience, are very familiar with humanitarian principles and practices, are used to representing an international organisation to external partners and authorities and furthermore match the requirements listed below:

• Minimum 8 years of relevant experience (including 3 years at senior management level) in international emergency and/or post-conflict settings, preferably with displaced populations.

• University degree in management, public administration, international development, social science, international law or equivalent.

• Experience in managing safety and security staff.

• Experience in finance management.

• Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of our beneficiaries.

• Experience in donor contact, fundraising and networking.

• Experience of strategic planning and programming, field implementation, monitoring and evaluation.

• Experience in organisational development and implementation of policies regarding staff, code of conduct, anti-corruption measures and transparent management.

• Excellent written and spoken English language, communication and drafting skills.

• Preferably working experience from the region.

CONDITIONS

Availability: 01. March 2012

Duty station: Amman, Jordan, with extensive travel throughout the region.

Contract: One year with possibility of extension, subject to funding. Salary and other conditions are offered in accordance with the Danish Refugee Council’s Terms of Employment. The position will be placed at salary level A1.

ABOUT DRC
