We seek qualified candidates for the position of Technical Advisor, in Kyiv, Ukraine.

This position is contingent upon funding.

Position Responsibilities:

  • Provide technical assistance and capacity development to support Ukrainian organizations to implement HIV/ AIDS activities, with a focus on prevention; and help these entities become state-of-the-art organizations;
  • Demonstrate strong technical knowledge and working experience in implementing national, mulit-disease health projects in developing or middle income countries;
  • Provide overall technical direction and leadership for a technical activity at all levels for region or global that are priority in the Institute;
  • Participate in resource development activities;
  • Develop strategies and tools for the design and implementation of specific technical components;
  • Ensure appropriate and timely technical support to field programs;
  • Ensure that project implementation adheres to the appropriate global strategy and remains technically sound;
  • Ensure the quality of implemented technical activities and systems at all levels;
  • Conduct routine coordination with FHI employees and consultants, on-site and in the field;
  • Represent FHI and/or Institute to external organizations at professional meetings and conferences;
  • Develop and maintains collaborative relationships with donor organizations, relevant government agencies, bilateral and other NGOs;
  • Maintain a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.

Minimum Requirements:

Education/Experience:

MS/MA/MPH in health or social sciences, and 7 - 9 years relevant experience required in HIV/AIDS or family planning with international development programs (10-15 years progressive experience in implementing national, multi-disease health projects in developing or middle income countries is preferred).

Overseas field experience required. Ability to travel domestically and/or internationally at least 25%.

The proposed candidate should have substantial experience in at least five of the following technical areas: HIV/AIDS services targeted to sex workers/ street children/ MSM/ prisoners; NSP; HCT; Positive Prevention; social and behavior change communications; gender; the use of epidemiology and data in program design, implementation, monitoring, and evaluation; qualitative research; policy and advocacy. Professional proficiency in English is required. Knowledge of Russian or Ukrainian is preferred
