Liberia Emergency Gender Based Violence Program Manager

OVER ALL WPE PROGRAM DISCRIPTION The IRC Liberia GBV program implements a holistic set of services to respond to the needs of women and girls who have experienced gender-based violence and works with all actors to minimize their vulnerability to ongoing violence. Operations are ongoing in Grand Gedeh, Montserrado, Lofa and Nimba Counties to provide multi-sectoral assistance, and will start to provide technical assistance to national NGO partners to work in Counties where IRC GBV does not have direct programming.

EMERGENCY GBV PROGRAM To meet the needs of the Ivoirian refugee population in Liberia, the IRC has been implementing an emergency GBV response program which is a component of the WPE Program in Nimba and Grand Geddeh Counties since March and July 2011, respectively. In Grand Gedeh County, the program is implemented in four refugee camps namely: Dougee, Solo, PTP, and Ziah camps. In Nimba County, activities are implemented in Bahn refugee camp and Zorgowee Transit Centre. The GBV emergency program contributes to the overall program strategy of the IRC emergency response that includes Health, child protection, livelihood and education. The main key elements of the program include advocacy, provision of and access to comprehensive GBV response services.

The IRC Emergency GBV program has been collecting and analyzing information through rapid assessments, situational analysis, safety audits to identify protection risks, gaps in service delivery, obstacles to survivors’ access to appropriate services, and, most importantly, identifying solutions to these issues whenever possible. The program ensures that survivors have access to safe and appropriate services through provision of quality psychosocial services, providing case management services to ensure that survivors are able to navigate the multiple services available, and through outreach and awareness activities in the communities to increase knowledge and understanding of the services available and how to best access them.

DUTIES & RESPONSIBILITIES:

• Oversee the implementation, monitoring and evaluation of the emergency GBV program in Grand Gedeh & Nimba Counties to ensure that the program is implemented according to schedule and budget. • Supervise all aspects of project management ensuring that project resources are used effectively and transparently and that objectives are met in a timely manner. • Provide leadership, training, technical support and guidance to national staff. Ensure response staff practice with clients adheres to best-practice principles when working with survivors.
• Hold regular meetings with program staff to discuss issues, problems, accomplishments, and assist in finding solutions to problems identified. Ensure that the project undertakes continuous monitoring and evaluation so that activities are appropriate and based on a clear understanding of the problems, causes, contributing factors, and issues in individual settings. • Collect, analyze and disseminate project data and information for problem analysis, planning and evaluation with all stakeholders.
• Develop and maintain effective working relationships with relevant stakeholders i.e. UNHCR and other implementing Partners, represent the program in all stakeholders meetings and communicate outcomes with the rest of the program staffs. • Attend inter-agency GBV and Protection meetings and raise advocacy issues of concern to scale up the visibility of the GBV response in the camps and communities around them.
• Support other sectors in the identification of protection risks, and strategies to mitigate those risks, engaging with key decision-makers on improved responses to protect women and girls through workshops, meetings, and trainings. • Ensure appropriate and timely spending and monitoring of all GBV-related budgets and grants, including expenditure tracking, spending plans, and review of budgets on a regular basis. • Prepare weekly and monthly reports and contribute to donor reports, draft proposals, concept papers and document lessons learned.
• Ensure that all internal (IRC) and external (donor/partner/government) reporting requirements are met and that reports are of a high quality and submitted on time. • Make at least weekly visits to the camps to support the staff and assist in any challenges faced there

QUALIFICATIONS

Requirements

• At least university degree in Social Sciences, health, Community development or relevant field; • At least 3 years of international experience in direct service provision for survivors of gender-based violence especially in Africa; • Previous experience supervising and managing a multi-disciplinary team; • Previous experience in project management in emergency setting • Thorough understanding of gender-based violence response protocols and service provision; • Proven experience supervising GBV social work/case management staff; • Demonstrated leadership, advocacy, communication, training and facilitation skills; • Good coordination and networking skills; • Excellent interpersonal and problem-solving skills and flexibility; • Ability to live in a high security environment; • Ability to make sound spending plans and manage program budget, • Excellent computer skills; • Experience in cross-cultural setting; • Ability to speak French highly desirable;
