Logistics Coordinator for the Central African Republic (CAR).

(Locally Recruited Expatriate)

BACKGROUND

The Danish Refugee Council (DRC) is advertising the position of Logistics Coordinator for the Central African Republic (CAR).

It is crucial to DRC that that the applicant is experienced, competent, proficient in French and in English and able to work in a difficult working environment.

The Danish Refugee Council (DRC) operates in more than 30 countries around the world. DRC has been present in the Central African Republic since 2007. In terms of operations, DRC is one of the largest INGOs in the Central African Republic, operating out of 3 Field offices in the North, 7 sub offices and the capital office (Bangui) and a complex funding portfolio. The program strategy for 2012 covers the sectors of Protection, including Child Protection & DDR, Legal aid and Emergency Education, IDP profiling and protection monitoring as well as Food Security, Early Recovery and small scale infrastructure.

Interventions are currently located in three Prefectures: Ouham, Ouham Pendé and Bamingui-Bangoran.

The humanitarian needs of the population are immense, in the Northern Prefectures close to 200,000 persons have been displaced between 2005 and 2008 and micro displacement continue to this date due to constant insecurity. With a long history of conflict and weak governance, the majority of CAR’s population is severely impoverished and deprived of basic services and infrastructure.

DUTIES AND RESPONSIBILITIES

The Logistics Coordinator will be responsible for timely meeting of all programme procurement needs and logistics conduct in accordance with the Operations Handbook and Programme Manual with adherence to the donor guidelines.

The position requires sound logistics eye to detail involving local and international procurement, import procedures, liaison with authorities, inventory stock take, vehicle servicing and repairs, compound maintenance and renovation, set of camps, communications and security systems, vehicle fleet and fuel monitoring, and reporting.

The Logistic Coordinator is responsible for security planning and implementation of security precautions and has the overall logistic responsibility of the DRC programme as being implemented in CAR.

COMPETENCY AND SKILL REQUIREMENTS

• Proven experience for a minimum of 4 years in logistics post within internationally recognised non-governmental organisation, commercial company or similar entity

• Proven experience with safety and security

• Written and oral fluency in the English and French languages

• Result-oriented individual with ability to deliver good quality work in timely fashion

• Valid driving licence and passport

• Proficiency in using MS Excel and Word programs and common computer and communications applications

• High level of interpersonal and negotiation skills and motivation to work as part of a team

• Willingness to live and travel in remote areas of central Africa

• Capacity to live and work in volatile security environments and work under stress

REPORTING LINE

Logistics Coordinator reports directly to the Country Director.

CONDITIONS

Starting date: As soon as possible (mid-January 2012)

Duty Station: Bangui, with frequent travel requirement in the country

Contract duration: 12 months (With a possibility of extension pending performance and funding available).

Please note that this is a locally recruited expatriate position. Salary 3000 EUR, insurance, one flight/ year, R&R every 3 month with maximum 1000$ transport reimbursed.
