MIS Manager Moris Rasik East Timor

About the Organization:
Moris Rasik (meaning independent life in Tetun) is a not-for-profit MFI with the largest rural outreach of any financial institution in Timor-Leste. It targets clients in the rural self-employed and microenterprise market, with a focus on rural women. Moris Rasik currently offers a range of microsavings, loan and insurance products to over 14,000 clients from a head office in Dili and branches that cover all 13 districts of Timor-Leste through a staff complement of 140.

Background:
The Government of Timor -Leste, through the Banking and Payments Authority (BPA), recently issued new non-bank financial institution (NBFI) regulations that will have a direct impact on Moris Rasik. These Other Deposit Taking Institution (ODTI) regulations effectively require the transformation of Moris Rasik into a NBFI if is to remain in business. This transformation requires Moris Rasik to apply for a licence and to subsequently adhere to a range of new supervisory standards and prudential requirements. It will go through momentous change that will need significant inputs and resources. The implementation of a computerized MIS is currently under way and is a critical component of the transformation.

About the Job:
Moris Rasik is seeking an MIS Manager who will manage the implementation of a sophisticated MIS (Management Information System) which it will depend on for all customer portfolio (loan, savings and insurance) data as well as maintaining it general ledger balances. This position is based in Dili, Timor Leste, and requires travel within all 13 districts of the country.

Tasks and Responsibilities:


•Overall coordination of MIS implementation:
?Project Management of MIS implementation according to work plan;
?Implementation and fully functioning operation of Abacus MIS at 12 branches and 1 head office site;
?Finalize the MIS Training Manual;
?Prepare monthly progress reports & quarterly detailed implementation reports;
?Raise and address issues as they arise;
?Problem solve complex operational and finance issues faced by new MIS.
•Capacity building of Moris Rasik’s operations and finance departments in use of MIS:
?Plan and oversee the training of all MIS users;
?Coordinate the refinement of Operations and Finance Manual’s with the respective departments.
•Ongoing management and improvement of MIS once fully functional:
?Manage MIS strategic priorities;
?Supervise MIS Officer and coordinate closely with IT Officer;
?Manage day-to-day operational issues faced by MIS and escalate critical issues to software vendor;
?Review and maintain the MIS Training Manual;
?Continual process improvement of Operations and Finance functions in coordination with respective departments;
?Coordinate and communicate issues and priorities with key stakeholders:
¦Managing director;
¦Operations manager;
¦Finance manager;
¦MIS software vendor.
?Manage the data capture and reporting needs of Moris Rasik;
?Manage MIS ;
?Lead the MIS strategic planning process and develop a road map for IT Infrastructure & MIS enhancements;
?Maintain a Disaster Recovery Management (DRM) plan for responding to potential issues identified as either likely or severe.

Qualifications:


•Project management skills: experience managing the implementing of an MIS system for financial institution;
•Technical skills: familiarity with Microsoft SQL (e.g. ability to back-up databases; restore databases; look-up database entries; run pre-formatted queries); strong Excel skills (complex formulas to merge or extract data from various sources); and at least 3 years’ experience working with financial management software (Accounting, Banking etc);
•Reports writing skills: experience designing reports from SQL database using either Microsoft Report Writing Services or Crystal Reports;
•Accounting knowledge: understanding of basic accounting principles (chart of accounts, income statement, balance sheet, debits and credits, contra accounts etc.);
•Process engineering and re-engineering capability: experience designing new business processes as well as analyzing existing business processes for improvement;
•Problem solving skills: ability to think laterally and analyze a problem to identify solutions with limited resources;
•Training and/or mentoring capability: demonstrated ability to train / mentor others to perform a role. Patience and persistence;
•Communication skills: must be able to communicate easily and effectively with people from diverse backgrounds;
•Microfinance experience: 3+ years experience working within an MFI is desirable.
