Qualifications 1. Experience: Several years experience in a senior position in community development, management and/or emergency work in a developing country with NGOs, including use of participatory methodologies within humanitarian/development and emergency work. Cultural sensitivity and adaptability. Experience within a faith-based international NGO would be an advantage. 2. Education: University graduate in management, development studies or social sciences, agriculture, rural development or related fields. 3. Professional skills: Strong leadership, conceptual and analytical skills as well as demonstrated organizational, management and supervisory skills in a cross-cultural situation. High integrity, self-driven, team-oriented, flexible and with excellent communication, team building and negotiation skills. Ability to maintain and develop relationships with agencies and other partners. Project monitoring and report writing skills. Knowledge of various computer software programs. 4. Language skills: Fluency in both written and spoken English is essential. 5. Commitment to train national staff and to increase their capacity for the implementation of Rights based and community development work. Willingness to travel to remote areas. PD/MYA/3604 POSITION DESCRIPTION for the post of PROGRAM COORDINATORof the Lutheran World Federation, Department for World Service (LWF/DWS) Myanmar Country Program

The Program Coordinator of the LWF/DWS Myanmar program shall be reporting directly to the Regional Representative. The Program Coordinator directly supervises the Program Manager. The Program Coordinator is a voting member of the LWF Myanmar Management Team and based in the central office in Yangon. He/she is required to undertake periodic supervision and monitoring visits to all projects. He/she shall be responsible for the planning, implementation, supervision, monitoring and evaluation of the program and projects and shall also assist with other program related matters as well as the human resource management, financial management and relationships with other relevant stakeholders both inside and outside LWF, which additionally involves advocacy and networking coordination and proposal writing for the whole program. He/she will be responsible for the planning, implementation, reporting and evaluation of the LWF/DWS country program in Myanmar and the active participation in the ACT Forum and with its members in Myanmar.

His/her main duties and responsibilities shall include the following: 1. Coordination:

a. Assists the LWF/DWS Regional Representative in strategic planning and proposal development for funding support. b. Assists the LWF/DWS Regional Representative in overall program coordination, management and support of all LWF projects including the monitoring of project implementation. c. Coordinates with National Government, UN-agencies and Partners at national level to plan, implement, monitor and evaluate activities of the project. d. Coordinates with all field staff and focus groups in planning, implementing, monitoring and evaluating the project. e. Takes leadership and actively participates in the formation and operation of the ACT Forum in Myanmar.

  1. Implementation, monitoring and reporting: a. Provides leadership in the development and implementation of the country strategy and program through participation in planned meetings, evaluations and events as well as sourcing of relevant information and liaison with other actors / stakeholders. b. Fulfills the highest programmatic and administrative standards through adopting and implementing the existing LWF/DWS policies and guidelines as well as adhering to the Code of Conduct and other quality assurance guidelines to which World Service is a signatory (e.g. HAP benchmarks, SPHERE standards, etc). c.Conducts regular monitoring and coaching visits to all field office staff to ensure that the implementation of the project conforms to the plan. d. Writes field visit reports including feedback and recommendations to improve the implementation of the project. e. Ensures that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements / formats and within the relevant time frame, and in accordance with LWF/DWS and ACT policy and guidelines.

  2. General program administration and human resource development: a. In collaboration with the finance department, develops program budgeting, in line with Country Strategy (CS), Country Operational Program Plan (COPP) and other project documents and monitors program spending. b. Responsible for the supervision, coordination and training of the project staff, and ensures that they carry out their functions in a timely, coordinated and participatory manner. Provides technical assistance related to Emergency Response, Disaster Risk Reduction, Sustainable Development and Rights Based Empowerment to all field staff and partners. c. Constructively participates in the Management Team meetings, supports the Management Team’s decisions and ensures that program issues are shared and adhered to by the field staff. d. Assumes such other responsibilities as may be assigned to him/her by the Regional Representative, or the person designated by him/her.
