Program Operations Manager, Nonproliferation

The Program Operations Manager (OM) will manage and oversee the day-to day operations of the Iraq Scientist Engagement Program (ISEP). He/she will support the Senior Program Manager (SPM) in the oversight of all program elements, including reporting, budgeting and project management. ISEP is funded through a grant from the U.S. Department of State. The OM assures that grant deliverables are achieved accurately, in a timely manner and within budget. In addition to day-to-day support for the SPM and all grant activities, OM will need to maintain excellent collaborative relationships with Department of State and U.S. Embassy Baghdad program managers and liaise with a number of other Departments within CRDF in order to ensure effective operations of a complex and active set of projects in Iraq. This will include especially close collaboration with CRDF’s contracting, global operations, administration and finance departments. The OM reports and takes primary direction from the Senior Program Manager for all the Nonproliferation Department’s MENA efforts.

The Iraq Scientist Engagement Program works to support the redevelopment of Iraq’s science and technology infrastructure. ISEP sponsors scientific conferences, technical trainings, and research grant competitions to advance Iraqi science and to connect Iraqi scientists and engineers to the international scientific community

Duties and Responsibilities:

Support the SPM in his oversight of 2-3 Project Managers, two Program Assistants, an Intern and various scientific and specialist staff and consultants:

  • Prepare proposals, including budgets, to design projects for ISEP as requested and work with other CRDF departments to leverage existing CRDF programs;
  • Provide quality control over the implementation of all deliverables to funder in Washington and Baghdad;
  • Assure proper budgetary and technical oversight of all ISEP projects carried out for the program;
  • Track status of team deliverables and assure their successful completion
  • Work with Project Managers to provide quality control on Scopes of Work and other supporting documentation for contracting

Financial and Contract Management:

  • Manage all aspects of budgeting and expense tracking for the ISEP program, including working with other members of the NP Team, the Business Operations Manager and personnel in the Finance Office.
  • Work with Senior Program Manager to prepare annual budget for Department of State based on fiscal year and prepare annual budget for CRDF based on calendar year.
  • Maintain oversight of all contracts; approve scopes of work, deliverables, and tracking of contract ceiling against invoicing.
  • Evaluate subcontract requests, trip requests, trip expense reports and event/contract evaluation reports

Client Reporting:

  • Contribute to and review monthly and quarterly written and budgetary reports for funder
  • Contribute to and review weekly report to the Program Director
  • Communicate with funder on program status and potential issues via email, phone, face-to-face meetings in coordination with SPM
  • Success story preparation to be approved by funder


Qualifications


  • Bachelor’s Degree required and Master’s Degree preferred
  • 5 yrs minimum work experience (international work is a plus)
  • 2-3 yrs project management experience (work in the Arab world a plus)
  • Excellent written and oral communications skills and the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizations
  • Strong interpersonal and team-building skills
  • Demonstrated organization and time management skills
  • Strong budgeting and accounting skills
  • Good critical thinking and analysis, planning, and problem solving skills
  • Event planning management experience
  • Because of the rapidly changing environment and the needs of our funder, the position requires flexibility and someone who is able to work with constantly changing demands and expectations
  • Arabic language is not required but is a desirable skill
  • U.S. work authorization is required
