Duties and Responsibilities

Under the overall supervision of the OHCHR Regional Representative for Europe and the direct supervision of the Deputy Head of Office, as well as in coordination with the Programme Assistant in Geneva, the incumbent will perform all administrative and programmatic activities necessary for the support of the Regional Representative’s work and the implementation of the activities under the OHCHR Regional Office for Europe. He or she will contribute to fulfilling the OHCHR Brussels team’s overall work-plan displaying flexibility in his or her work and to the practical needs of the team. The Programme Assistant will carry out the following duties:

  • Assist in the implementation and monitoring of OHCHR Regional Office for Europe’s activities in the region through provision of support to the preparation and monitoring of work plans, assistance in the logistical management of activities and staff, including consultants recruitment, travel of staff and representatives;
  • Assist in the organization of conferences and other meetings in the region, travel and participate in these meetings, as required;
  • Monitor substantively and financially the implementation of the work plan of the Office to ensure efficient and timely delivery of inputs and the realisation of the targeted expenditure/delivery rate, and provide periodic assessments of the realisation of objectives and results;
  • Provide information on financial status and rate of delivery for projects, including budget monitoring and revision through liaison with counterparts in UNDP as required;
  • Carry out substantive duties in relation to project formulation, monitoring and evaluation;
  • Perform administrative tasks related to the project cycle, such as cost plans, allotment requests, grant agreements, hiring of project staff;
  • Maintain and monitor records in respect of budgets, human resources and other information;
  • Draft standard and administrative correspondence;
  • Compile and edit relevant information related to the work of the Office;
  • Provide support and/or guidance to new professional and GS staff alike;
  • Respond to ad hoc requests for support as required.

QUALIFICATIONS:

Education and experience:

  • Completion of secondary education or equivalent.
  • Specific training in a field relevant to project management, finance, logistics, administration, accounting or related will be an asset.
  • 8-10 years of progressively responsible experience in programme/project operations and administration and/or secretarial experience in directly related fields such as Office Management acquired through progressively responsible work position, of which preferably 4 with the UN.

Knowledge and skills:

  • Excellent organizational skills and ability to work under pressure.
  • Excellent drafting, communication and IT skills.
  • Proven administrative and organizational capacities both within an office and in a conference context.
  • Ability to establish effective working relations in a multicultural team environment.
  • Excellent interpersonal skills.
  • Knowledge of the region and applicable UN rules and experience in OHCHR headquarters and/or field operations will be an asset.

Language:

  • Fluency in written and oral English and French.
  • Knowledge of other languages from the region would be an asset.
