Project Manager / Rapid Response to Movements of Population (RRMP) - DR Congo

Plan and implement the RRMP activities and ensure appropriate planning for Multi-Sector Assessments to be conducted in displacement/return areas; Guarantee MSA report quality and timely sharing with humanitarian community; Ensure the development of quality control and monitoring/evaluation standards; Ensure active/proper representation in clusters and monthly/ad hoc meetings and stimulate synergies with other RRMP partners and local actors; Advocate for humanitarian responses to gaps identified on basis of MSA results/reports; Ensure close financial control and follow up of budgets; Organize for smooth & timely submission of funds transfer requests/financial reports to UNICEF; Supervise Data Base staff, Advocacy and Communication Advisor, Quality Control and Monitoring Advisor; Compile all activity reports and contribute to the development/design of strategic program documents; Ensure Capacity Building of RRMP staff; Ensure the alignment of RRMP project interventions/activities amongst the different field teams and support the development of common guidelines and SOPs.

Commencement: February 2012 Contract period: 12 months with possible extension Salary/benefits: According to NRC’s general directions, approximately NOK 52200,- (€ 6660) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries

Qualifications

University degree with relevant professional experience At least five years’ experience in IDP/refugee related program; Experience in running multi-sector programs in sensitive and sometimes hazardous areas Experience in planning for and running of workshops; Experience in connection with training and capacity building of local staff/teams; Proven management and financial skills; Experience with program development; Experience with UNICEF as a donor; Experience in NFI distribution, Education (including school construction) and Multi-Sectoral Assessments; Knowledge of the humanitarian context in the Great Lakes region; Experience in monitoring, evaluation and quality control; Fluency in French and English, both written and oral; Flexible, creative, and with a good sense of humour

Democratic Republic of Congo

The duty station will be Goma. Goma town is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities; however movement restrictions and other precautions may apply at particular times. Recreational and social facilities are limited, and accommodation is modest with international staff members required to live in shared accommodation. The DRC program is a non-family duty station and therefore benefits from an R&R scheme. Program follow up will require frequent movement to the field and travel outside Goma is dependent on the changing security conditions, especially for certain roads in the area.
